993 SUBJECT: Economic Development Opportunities for 'Nigh Poverty Areas
SPECIFIC REQUEST(S)OR RECOMMENDATIONS)A BACKGROUND AND JUSTIFICATION
Recommendation
I. Establish a procedure of hiring individuals from the under-employed
regions of the county, particularly in West and East County, to be utilized in the
construction phases of the new county hospital's development.
II. Create a plan which will include the hiring of individuals from the regions
of the county with high levels of unemployment, especially in West and East
County, for permanent medical and para-medical positions at the new hospital.
III. Establish a county-wide commission or advisory council on employment,
working with the NAACP and other appropriate organizations.
IV. Explore reinstating the Career Development Employment Program or
similar project, with public or private grants, which is designed to train and
prepare individuals from under-employed regions of the county and set aside
county positions (i.e. new hospital construction workers and staff positions) for
program participants.
Background
Employment of our residents and in particular, in more depressed areas, is key
to resolving many of the social ills in our communities. Over and over again we
hear how so much of the violence, strife, substance abuse and a host of other
problems could be remedied with improved economic conditions.
This recommendation is the first part of a multi-modal effort I will be proposing to
the Board of Supervisors in an attempt to curb violence in our county.

The new hospital is the biggest project the County Public Works Department is
involved with and with this effort we need to have a concentrated focus on the
hiring for the project. This includes not only hiring for the construction phases of
the hospital's development but also the long-term employees of the hospital.
This hospital will be a major source of jobs and we need to concentrate on the
under-served regions of the county when doing the hiring.
While a reinstated Career Development Employment Program will be difficult in
light of all of the cuts, we need to make an all-out effort in the hiring for the
hospital, and also with other employers. For example, the petro-chemical
industry will be experiencing considerable growth in the next five years and the
private sector could greatly benefit by focusing on local hiring as a priority.
The new Career Development Employment Program, which would train and
prepare workers for county and private sector jobs, should work together with
other employment groups such as the West County Workforce Development
Council, which has an infrastructure in place but not sufficient funding to be fully
efficient.
