BACKGROUND: See attached memo from Art Miner, Executive Director, Private Industry Council. Our Committee has carefully reviewed the recommendation of staff and the PIC Executive Committee. Based on this review, we believe that Mr. Villarreal would be an excellent addition to the PIC membership, and we urge the Board to approve our recommendation. Miner, Executive Director Private Industry Council SUBJECT: PIC APPOINTMENT - PUBLIC ASSISTANCE There is currently one PIC vacancy for a public assistance agency representative. A public assistance agency is an agency that pays cash benefits based o needs or income test. This would include the County Welfare Department or Federal Social Security Agency and may include a Public Housing Agency - depending on the housing agency' s program. PIC staff has solicited applications from the County Social Service Department the Housing Authority and two Social Security Offices located in the County. The PIC Executive Committee specifically solicited an application from the County Welfare Director and is nominating him for the appointment. No responses were received from the Housing Authority or Social Security Offices. The Private Industry Council is a twenty member body with the following composition: Business 11 Community Based Organizations 1 Education 2 Economic Development 1 Labor 2 Public Employment Service 1 Rehabilitation 1 Public Assistance 1 The public assistance seat is a new position which was effective 1 July 93 as a result of amendments to the JTPA legislation. Congress apparently determined it would be advantageous to expand the PIC representation to include a public assistance representative so that program coordination between JOBS (called GAIN in California) and JTPA could be improved. That logic reinforces the desirability of appointment the County Welfare Director to the PIC. Attached is a copy of the personal data sheet for Mr. Villarreal.
