County SUBJECT: Ordinance Designating Certain Health Services Department Vehicles as Hazardous Materials Emergency Response Team Vehicles SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION- Introduce, waive first reading, and fix July 27 , 1993 for adoption of the superseded ordinance adding a certain Health Services Department vehicle as a hazardous materials emergency response team vehicle. FISCAL IMPACT- None or alight. BACKGROUND: Since 1981, the Health Department Emergency Response Team has been responding to spills, releases and other hazardous materials incidents throughout the county. Highway spills, often associated with accidents, are frequent. The need often arises to go through or around slow or stalled traffic. Recent changes to the Vehicle Code allow permitting of hazardous materials incident response vehicles as emergency vehicles. The Emergency Response team presently responds to over . 300 incidents a year. The original ordinance passed on August 6, 1991 designated two ( 2) vehicles for this purpose. This amended ordinance adds a third ( 3rd) vehicle. The designation of the present response vehicles as emergency response vehicles will significantly reduce response time, make operations safer and improve service. PURPOSE. The purpose of this ordinance is to esignate an—a—acl tional vehicle as a hazardous materials response team vehicle. SECTION II . AUTHORITY. This ordinance is adopted pursuant to Vehicle Code section 416(a) ( 10) . SECTION III. DESIGNATION. The following vehicles, owned and operate y the County Health Services Department, are hereby designated as hazardous materials response team vehicles for response to hazardous materials emergencies: A. 1984 Ford Van B. 1982 Ford Van County Vehicle No. 9716 County Vehicle No. 5941 License No. E488663 License No. E798878 VIN No. 1FDKE30LlEHA73713 VIN No. 1FTHE34ZOCHB55099 C. 1992 Ford Truck GVW: 11,000 LOB. The Director of Health Services is aut orize to appy to the Commissioner of the California Highway Patrol for authorized emergency vehicle permits for the above vehicles. SECTION V. ORDINANCE NO. 91-38. Ordinance No. 91-38 is .repealed on the e fective date of t is ordinance because it is superseded by this ordinance. SECTION VI . EFFECTIVE DATE. This ordinance becomes effective 30 days after passage, and within 15 days after passage shall be published once with the names of the supervisors voting for and against it in the Contra Costa Times, a newspaper published in
