"' " ' Costa SUPERVISOR TOM TORLAKSON, CHAIR County SUPERVISOR SUN NE WRIGHT McPEAK DATE: SEPTEMBER 22, 1992 SUBJECT: SAN FRANCISCO ESTUARY PROJECT COMPREHENSIVE CONSERVATION AND MANAGEMENT PLAN FOR THE BAY-DELTA ESTUARY SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Authorize the Chair to sign a letter to the San Francisco Estuary Project commenting on the Comprehensive Conservation and Management Plan (CCMP) , after Water Committee review. BACKGROUND/REASONS FOR RECOMMENDATIONS On July 21, 1992 the Board of Supervisors referred information regarding the CCMP to the Water Committee for review and comment priorto September 24, 1992 . The deadline for comments. on the CCMP is September 29, 1992 . Due to budget and other considerations, the Water Committee has !been unable to meet to discuss this issue. The CCMP is scheduled !to be addressed during the; Water Committee September 28, 1992 meeting, and comments would be forwarded to the Estuary Project after review by the Water Committee, then submitted as part of the regular Water Committee reports to the Board. The CCMP summarizes , significant study which has taken .place by the Estuary Project (as well as other entities) , I in a variety of identified problem ; areas. Areas of concern include wildlife preservation, wetlands management, water use (conservation, flows) , . The COMP recognizes the import of a healthy resource to a healthy economy, and recommends plans and programs to address threats to estuarine resources. The County General Plan includes strong policy in regard to growth management, and wetlands preservation. In addition, the program currently in place to address non-point source pollution, coupled with existing policy regarding water quality and conservation of resources indicates County consistency (to some degree) , with many of the CCMP subject areas where subsequent regulation could impact the County. County comments may address areas in which programs differ, as well as program implementation, particularly for those programs which .go above and beyond current County policy. Comments may include questions as to local agency authority and ability to work with other (assigned) entities as regards these programs, as well as funding and other considerations.
