Contra Costa County SPECIFIC RE?UEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RCOMMENDATION• Direct the County Administrator and Health Services Department to prepare a Request for Proposals (RFP) to solicit bids from interested medical/mental health hospitals/institutions to care for the Contra Costa County residents who are now patients at Napa State Hospital for the time period January 1, 1993 through June 30, 1995. The state mental health hospital system should be invited to also bid on the contract. Further, request the CAO and DHS to explore with other Bay Area counties the feasibility to •one or more joining us in this bid process. Also, direct that the CAO and DHS consult the families of the Napa State Hospital patients from Contra Costa and the Mental Health Coalition in preparing the RFP in order to ensure the patients ' needs will be addressed and that any transition of in-patient care from Napa State Hospital to another hospital can be done with a minimal amount of trauma to the patients and their families. BACKGROUND: During the September 11, 1992, budget hearing, Health Services Director Mark Finucane reported that Contra Costa County now has 74 patients at the Napa State Hospital at an annual cost of approximately $8 million. Further, the rates at the state hospitals continue to escalate at a time when we are trying to save as much money as possible to preserve local community-based mental health services. Therefore, it is essential that we determine which provider can deliver the most cost-effective services and. hospital care •for our in-patient mental health residents from Contra Costa. The competitive bidding process should give us a major tool to determine the best buy for our limited resources. The RFP process should also encourage the state to become more cost effective if they chose to remain a major provider. Given how much money is now being spent on hospitalization, I would hope we could achieve at least . a $500,000 annual savings through the RFP process for the first bid period. I would expect even more savings and better patient outcomes in the future as we let it be known we are serious about receiving cost-effective care for our serious mentally ill patients.
