Consider declaring a' bui1d1ng moratorium aL the general plan level in the El. Sobrante Valley area until the City of Richmond completes- its general plan process and the city and county develop a Valley area coordinated general pian. 2. Communicate to the City of Richmond the county's desire and willingness to coordinate its general plan with that of the Ciky and request that the City coordinate its now ongoing general plan with that of the county in a mutually agreed upon El Sobrante Valley General. Plan. S. Seek the City of Richmond's agreement to develop jointly with the County of Contra Costa for the E1 Sobrante Valley an agreed upon infrastructure development and public improvement program whereby improvements in the El Sobrante Valley are carried out without regard as to whether they are in the unincorporated or incorporated area. 4. A citizens' committee of .El Sobrante Valley residents should be appointed by the city and county to make recommendations on the esspnti.al elements of a general plan and on the issues to be continually coordinated. Moreover, :nisch of the valley is within the sphere of influence of the City of richmond and, therefore, future development would best be served by a mutually agreed upon general plan program so that the development community and the citizens will have a document .which provides for predictable land development and infrastructure improvements. There has long been discussion of a coordinated El Sobrante valley 2 General Plan for both the city and county. Now is a good opportunity to make this a reality. Becaaae the . economy for building is at a significant stall and the City of Richmond is going through a mandatory general plan update, now seems the right time to ac:cumplish Lhis task. The people of the°valley have long awaited this opportunity and will welcome the city and county cooperating in such a planning process. Perhaps more importantly, the people of the El Sobrante Valley deserve to have a plan. . A passerby cannot tell where the county ends and the city begins or vice versa. It is indeed cons.ietent with the principles of good land use for planning matters to be coordinated so as to build a solid and consistent community. TP:hf r f TOTAL P.01
