SUBJECT: Hearing On Rezoning Request 2861-RZ, Final Development Plan
3031-89, and Subdivision 7837, Champlin and Cotton and Maximillian
Manufacturing Company in the Alamo Area.
On September 15, 1992, the Board of Supervisors continued to this date the
hearing on the recommendation of the San Ramon Valley Regional Planning
Commission on the request by Champlin and Cotton(applicant) and Maximillian
Manufacturing Company (owner) for approval to rezone 37 acres from General
Agricultural (A-2) to Planned Unit District (P-1) (2861-RZ), for approval of a final
development plan (3031-89) for a 27 unit detached single family residential project, and
for approval of a vesting tentative subdivision map to subdivide 37 acres into 27 lots
(Subdivision 7387) in the Alamo area.
Dennis Barry presented the staff report on the 27 unit proposal before the Board
today.
Mitch Avalon, Public Works Department, clarified conditions on a two lane road
and right-of-way.
The public hearing was opened and the following persons spoke:
Jim Stedman, Civil Engineer, Walnut Creek, representing Champlin and Cotton;
David Holmgren, 1515 Diablo Vista, Alamo, representing the Alamo
Improvement Association;
Kristin Madigan, 22 Indian Way, Alamo, expressed concerns on issues including
drainage, trees, irrigation, and house height;
Joan Volberg, 804 El Pintado Road, Danville, in opposition;
Mr. Stedman spoke in rebuttal.
Dennis Barry spoke on noticing requirements for grading.
Robert Drake, Community Development Department, responded to questions that
had been asked by people during the public hearing.
Mitch Avalon responded to concerns related to traffic that had been raised during
the public testimony. i
The public hearing was closed.
Supervisor Schroeder advised that he understood the concern-, of the people in the
area, and he spoke on infill projects, and the requirement of the scenic easement and the
various protections included in the conditions. Supervisor Schroder moved to declare the
Board's intent to certify the adequacy of the Environmental Impact Report, approve the
rezoning request and the project with modifications, introduce the ordinance and direct
the Community Development Department to prepare the findings for Board
consideration.
IT IS BY THE 13 ARD ORDERED that the Board of Supervisors DECLARES
ITS INTENT to approve,1with modifications, rezoning application 3031-89, final
development plan 3031-89 and a vesting tentative map for Subdivision 7387; and the
Community Development Department is DIRECTED to prepare appropriate findings for
the Board's consideration.
