1. Approve in corcept a renegotiated lease for continued use of
2525 El Portal, San Pablo to reduce the rent, and at no cost
to the County, provide for specified building improvements
necessary forlthe Probation Department' s continued use.
2. Direct the General Services Department to negotiate the final
terms of the lease including the right to cancel the lease
after one year; and authorize the General Services Director to
execute the lease for the County.
3 . Approve in concept, the acquisition of 1820 Peerless Avenue,
E1 Cerrito by #e City of El Cerrito Redevelopment Agency as
soon as possible, subject to appraisals and agreement on
price.
4. Approve the letter from the City of El Cerrito agreeing to
proceed with the acquisition and to pay for the County rent
and taxes for the 1820 Peerless building until the acquisition
is completed by the City.
5. Direct the County Administrator, General Services and the
Probation Departments to monitor , the budget and expenses
resulting from these actions to assure that the County budget
stays within ) the approved limits' for the Probation
Department.

FINANCIAL IMPACT:
The recommended actions will have no impact upon the financial
planning for the Probation. Department for fiscal year 92-93. The
City of E1 Cerrito acquisition of the present Probation building in
El Cerrito from the County will generate several hundred thousand
dollars of one-time return-of-equity revenue to theCounty.

to reduce rent charges by approximately $8,000 per month will allow
the Probation Department to stay within the budget plan.
The County is 'protected from any double rent charges by the City of
E1 Cerrito agreement to pay the cost of the rent and taxes due on
the Peerless building until acquisition..
BACKGROUND:
The Probation Department budget plan included closing one West
County office and! consolidation of remaining staff into one
building. Since the County had purchased the building at 1820
Peerless, El Cerrito five years ago it was logical to consolidate
into that building.1 The department went from 66 staff between two
buildings to a combined total of 31 in West County.
Since the plan wasl made public and notice given to the building
owner in San Pablo for cancellation of the lease, the City of E1
Cerrito has expressed very strong concerns with regard to the need
to acquire the Peerless site as the last property needed for their
redevelopment project. Since the County was committed to operating
only one building and at reduced cost, the only way possible to
cooperate with the City Redevelopment project plan was for
immediate acquisition by the City and substantial rent adjustments
in San Pablo.
During the first week in September the City committed to proceeding
with the acquisition as soon as possible, to pay the costs for the
Peerless building until acquisition and to pay moving and
relocation costs for the Probation staff. The property owner in
San Pablo has agreed to lower the rent by approximately $8,000 per
month, invest $60,000 in building improvements for Probation use
and to accept a lease commitment subject to cancellation in one
year.
The agreement by the City and the property owner allow the
Probation Department to consolidate staff in San Pablo at no
greater cost than planned for El Cerrito. The staff will avoid the
deteriorating surroundings of the El Cerrito building and the
County will benefit from additional revenue upon sale of the El
Cerrito building. This matter has been discussed with the
Probation Department West County staff. No objection has been
expressed to the planned changes.
