ACCEPT report and ADOPT the Sick Leave Policies.
II . BACKGROUND
At the direction of thle Board of Supervisors, the County has worked
toward the formulation I and implementation of a consistent policy and
action plan for all departments and special- districts to follow in
monitoring and controlling the use of sick leave. This report details
the steps which have been taken County-wide and describes the remaining
efforts currently underway. This plan recognizes the benefit sick leave
represents for employees who use it responsibly for their own needs or
for those of their family while establishing the framework to deal
effectively with excessive absence or abuse.
III . ACTIONS
A. Actions Completed
1. During the process of labor negotiations in 1991-921 the County
and the Unions participating in the Health Care Coalition agreed
to a uniform policy for use in the administration of sick leave.
This agreement was subsequently adopted and circulated as an
Administrative Bulletin on April 8, 1992. The announcement of
the policy was accompanied by a memo from the County
Administrator to all County Department Heads directing them to
establish a system for monitoring sick leave usage on a
quarterly basis and stressing the importance of lowering
absenteeism.

The Board ACCEPTED the above report and ADOPTED the Sick Leave Policies set
forth, and REQUESTED THE Director of Personnel to obtain information from the Health
Department on how to recognize early stages of contagious illness and to pass this
information along to theCounty's employees.
Henry Warren representing Firefighters' Local 1230, appeared and discussed
sick leave as it pertains tolsafety officers, particularly firefighters.

Subsequently, the County' s Employee Relations Manager sent a
memo to all departments advising them that any modifications to
the general policy, in order to meet the needs of individual
departments, was subject to meet and confer. Departments were
requested to submit their individual policies to the Personnel
Department for review.
2. As part of the ongoing effort to achieve maximum possible
consistency in leave policies, the County and the Coalition are
currently negotiating to ensure that policies for family care
leave are clear and are consistent with a) State law and b)
other County leave policies. The existing policies recognize
the necessity for employees to take time off in order. to provide
care to a family member in times of emergencies and illness.

3.. A memo was sent to all departments providing them with data to
compare their sick leave utilization reported for the first nine
months of 1992 against utilization for the same period in 1991.
Data is also given to allow individual departments to compare
their utilization of County-wide data. Again, the importance of
sick leave monitoring is emphasized.
B. Action Steps Underway
1. The Personnel Department will . be meeting with the County Labor
Representatives to discuss criteria to be applied in identifying
excessive use, ensuring consideration of mitigating factors such
as surgery, family illness or chronic illness, in instances of
high utilization.
2. A memo will be sent by the County Administrator to all County
employees relative to responsible use of sick leave.
3.. A system for providing sick leave utilization reports to
departments has been established. These reports will be
forwarded to each department on a quarterly basis starting in
January. Each report breaks down data for each employee which
shows how many. hours were accrued, how many hours were used and
the balance remaining. Accompanying each report will be a
summary of departmental trends and a comparison of their
utilization to the County-wide average.
4. Regular status reports will be presented to the Board of
Supervisors.
