SUBJECT: Specific Plan in the Oakley Redevelopment Project Area
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S)& BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize staff to initiate a study to develop a Specific Plan for the-Oakley area. Authorize the Director of Redevelopment or his
designee to enter into a contract with Cannon Design Group(CDG) to prepare the.Specific Plan.
FISCAL IMPACT
No General Funds are involved. The total budget for this study is$70,000. If approved, the plan will be funded out of current
year tax increment in the Oakley Redevelopment Project Area..This amount has been budgeted and approved by the Oakley
Municipal Advisory Council (OMAC),as a part of the Redevelopment 1992/93 budget.
BACKGROUND/REASONS FOR RECOMMENDATIONS
Highway 4 intersects the Oakley community. The county, through its Area of Benefit Funds with Redevelopment Agency
assistance has been widening and improving Highway 4 through Oakley. However, it has been determined by county
transportation planning staff that widening the higlmay through the "oldtown/downtown"area would require the removal of a
number of businesses. which would have a detrimental affect on the Oakley economy. The County General Plan therefore
recommends constructing a couplet through the downtown which would allow Highway 4 to remain an improved one way, two
lane road. moving traffic westerly,with Acme Street to its south becoming an improved one way,two lane road moving traffic
east. This proposal has been controversial within the Oakley business community. In an attempt to review the couplet proposal
and its impact on downtown Oakley,both from a transportation planning perspective and an economic vitality perspective,and
to gain consensus from the community and the county on the solution, the OMAC has budgeted$70,000 out of its 1992/93
Redevelopment budget to hire a consultant to prepare a specific plan for the area.

Working with Redevelopment staff, the OMAC and the Oakley Chamber of Commerce prepared an Request for Proposals(RFP)
to hire consultants to prepare the Specific Plan. Four proposals were received. Based on a review of the proposals, the reviewing
committee.comprised of two members of GMAC, a representative of the Oakley Chamber of Commerce and county planning
and redevelopment staff recommended inten•iewing two firms. The firm of Cannon Design Group,with sub consultants Keyser
Marsten Associates and DKS Transportation Consulting was the unanimous choice of a selection committee. This
recommendation was unanimously approved by OMAC at its August 17, 1992 meeting.
Development of the specific plan will require the development of materials in sufficient detail to allow the County to proceed
with plan development.and to achieve the following objectives:
• Determine circulation patterns best suited to handle the number of vehicles.and create a viable retail center which will
generate pride and confidence in the downtown area.
• Make "Oldtown"an attractive environment which is active throughout the day and evening.
• Develop design standards for new development in the primary retail center. Maintain a consistently high level of design
quality.
• Determine necessary improvements to encourage a positive pedestrian experience.
• Protect property values through regulating the design of new projects.
When the plan is completed and adopted by the Board, it is expected it will be incorporated into the County's General Plan.
