Richmond Sanitary Services submitted to the County a proposed
franchise agreement in early Spring, .1992, .and a .request for a rate
increase in July, 1992. The County's review of these submissions
from RSS, unfortunately, was delayed by staff changes and the need
to complete the Draft Countywide Integrated Waste Management Plan.
During the week of September 21-25 a franchise agreement will be
provided to RSS by the County. Given that the franchise agreement
submitted earlier by RSS is very similar to the County's franchises
already in existence in West Pittsburg & Discovery Bay, it is
expected that a final franchise can be scheduled for Board action
by mid -October.
Additionally, a contract will be executed with Deloitte-Touche to
complete a rate review as requested by RSS. It is expected that
the rate review can also be scheduled for Board action by mid-
October.
