Bragdon Costa Director of Community Development • DATE: September 22 , 1992 County SUBJECT: Accept Status Report on Negotiation of Franchise Agreement and Request for Rate Increase with Richmond Sanitary Services SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Accept status report outlined below, on the negotiations with Richmond Sanitary Services for a solid waste & recyclables collection franchise and on the company's request for a collection rate increase. FISCAL IMPACT None to County General Fund. Costs for rate review will be borne-by Richmond Sanitary. Services. BACKGROUND: (Status Report) Until late 1991/early 1992 the West Contra Costa Sanitary District franchised solid waste/recyclable collection services in the unincorporated areas of West County. The franchise was with Richmond Sanitary Services. While discussions were underway between the County . and. the Sanitary District regarding arrangements by which the County could carry out its solid waste management responsibilities under AB 939, the Sanitary District decided to withdraw from any role in solid waste collection. The County's review of these submissions from RSS, unfortunately, was delayed by staff changes and the need to complete the Draft Countywide Integrated Waste Management Plan. During the week of September 21-25 a franchise agreement will be provided to RSS by the County. Given that the franchise agreement submitted earlier by RSS is very similar to the County's franchises already in existence in West Pittsburg & Discovery Bay, it is expected that a final franchise can be scheduled for Board action by mid -October. Additionally, a contract will be executed with Deloitte-Touche to complete a rate review as requested by RSS.
