SUBJECT: Rodeo General Plan Amendment
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. Authorize a general plan review in the Rodeo area for the
lands generally between the Unocal refinery on the north, San
Pablo Avenue on the west, California Avenue (where built) on
the south, and I-80 on the east. (Area 1)
2. Authorize a general plan review in the Rodeo area for the
lands between 7th Street on the north, Rodeo Creek Flood
Control channel on the east, I-80 on the south and Hercules on
the west. (Area 2)
Authorization of these General Plan studies does not imply any
conclusion on the results of these studies.
FISCAL IMPACT
These studies will be carried by the Department as part of their
normal responsibilities to maintain the County General Plan.
BACKGROUNDJJUSTIFICATION
Area 1. When the County adopted the redevelopment plan for Rodeo,
one of the main areas of controversy focused on the California
Street extension, a discontiguous roadway located on the northern
portion of the community of Rodeo. Since this connection was on
the County General Plan no change could be made to the
redevelopment plan and it was indicated it needed to b tr ted as

a separate study. In late 1990 the issue came up again in terms of
a potential land transfer of property between the John Swett
Unified School District and the Unocal Corporation. The Community
Development Department was directed to attempt to expedite this
transfer and if that was accomplished to consider a general plan
authorization to delete California Street. On August 17 , 1992, the
Board of Trustees of the John Swett Unified School District
accepted the land transfer which would allow Hillcrest school to be
expanded across the alignment of California Street. Given this
background it is desirable to follow through with a General Plan
review of the area directly affected by the California Street
extension. At a minimum this review will include the Land Use and
Circulation Elements.
Area 2 . This area along Parker Avenue has long been an area of
controversy within the community and a location with the potential
to create a meaningful entry into the Rodeo community. This site
has had a history of general plan designations but very limited
applications for development. Prior to adoption of the new
Countywide General Plan the site was designated Specialized Office,
a unique plan category created for the site. During the adoption
of the Countywide plan a request was received to modify the plan to
a commercial designation. The Rodeo Citizens Association sent a
letter endorsing the issue of a separate study. During those
hectic final days of plan adoption this was misinterpreted as an
endorsement of the change rather than endorsement of a separate
study. The Community was relying on the assumption, widely
discussed in Countywide plan documents, that locally adopted
general plans were to be integrated into the new Countywide plan.
As a result, this change was made without the knowledge of or
background review desired by the Community. Given this
circumstance it would be desirable to review the general plan
alternatives associated with the critical area.
