SPECIFIC REQUEST(S)OR RECOMMENDATION(S)i BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Approve the Social Service Director's recommendations for contract
awards for Refugee Service Projects for the period October 1, 1992
through September 30, 1993 included in this action. And further
authorize the Social Service Director or his designee to prepare
and execute said contracts. In addition, authorize the Welfare
Director or designee to prepare and execute amendments for
subsequent and increased funding allocations as they are received
on the condition that no general funds are required.

FINANCIAL IMPACT
Funding will be from the Federal Office of Refugee Resettlement
funds. No County funds are involved. Total Funds available
Title XX, $31, 628; Targeted Assistance 1991, 25, 000; Targeted
Assistance 1992 , $197, 264; Refugee Employment Social Services,
$181, 932 ; Mutual Assistance Association Grant, $17, 192 ; total of
all funds $453 , 016.
BACKGROUND
On June 16, 1992 , the Board of Supervisors approved the County Plan
for Refugee Services and authorized the Welfare Department to
administer a Request for Proposal (RFP) process for services
outlined in the County Plan. The Welfare Department Contracts Unit
has administered the RFP process under State regulations and
approval and has utilized uniform criteria and a multi-discipli-
nary review panel for evaluation of proposals. RFPs numbers
10300, 1031 and 1032 specified that protests to the process or
contract awards be submitted in writing to the Welfare Department
for resolution by August 31, 1992. Due to delays in the rating of
RFP 1030 Youth Employment Program, the period for written protests
to the process or contract award and Welfare Department resolution
was extended from August 31, 1992 to September 4, 1992 .
The Welfare Director' s contract recommendations, listed above, are
based on the evaluation of all proposals received and the
applicable State and Federal regulations utilized in the
administration of the process.
