The Clayton Redevelopment Agency (RDA) will provide $333 , 000 to
cover predevelopment expenditures and the remaining site
acquisition costs. Construction costs will be funded with
additional resources from the Clayton RDA ($234, 000) and the U.S.
Department of Housing and Urban Development ($1. 6 million Section
811 Capital Advance) . The County CDBG funds will be provided in
the form of a 60-year, zero-interest deferred loan. The County
loan will be subordinate to the HUD interest, and will share
coequal status with the Clayton RDA loan. In addition to the
Project Contract, the County will enter into an Intercreditor
Agreement with the Clayton RDA, and a Promissory Note and
Subordinated Deed of Trust with Peace Grove/HIP.
Construction on this project is scheduled to begin in October 1992,
with completion by July of 1993 . When operational, this project
will contribute significantly to the County's ability to provide
affordable housing to low-income mental health system clients.
