DATE: September 22, 1992 SUBJECT: Peace Grove Supportive Housing Project - CDBG Contract and Loan SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Authorize the Director of Community Development or his Designee to execute a contract and loan documents to provide $200, 000 in CDBG funds for the Peace Grove Supportive Housing Project sponsored by Housing for Independent People, Inc. (HIP) . FISCAL IMPACT No General Funds are involved. Funds for this project were approved from the FY 1992-93 Community Development Block Grant allocation. BACKGROUND/REASONS FOR RECOMMENDATIONS The Board of Supervisors previously approved $200, 000 in FY 1992-93 Community Development Block Grant funds for use in acquiring the site for the Peace Grove Supportive Housing Project to be located in the City of Clayton. When completed, this project will provide 20 new supportive housing units, including a manager's unit nd 19 units for low income mental health system clients. Construction costs will be funded with additional resources from the Clayton RDA ($234, 000) and the U.S. Department of Housing and Urban Development ($1. 6 million Section 811 Capital Advance) . The County CDBG funds will be provided in the form of a 60-year, zero-interest deferred loan. The County loan will be subordinate to the HUD interest, and will share coequal status with the Clayton RDA loan. In addition to the Project Contract, the County will enter into an Intercreditor Agreement with the Clayton RDA, and a Promissory Note and Subordinated Deed of Trust with Peace Grove/HIP. Construction on this project is scheduled to begin in October 1992, with completion by July of 1993 . When operational, this project will contribute significantly to the County's ability to provide affordable housing to low-income mental health system clients.
