Gilbert - a Costa Director of General Services P., County DATE: September 8 1992 SUBJECT: AB 434 Grant Requests to the Air Quality Management District SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDATION Approve the attached resolutions (Exhibits A-C) authorizing the Director of General Services to complete applications to the Bay Area Air Quality Management District (BAAQMD) for funds available under Assembly Bill 434. The following projects are included: 1 ) Joint application with PG&E for funding a Compressed Natural Gas Fuel Station at the Waterbird Way fueling site. 2) Purchase an electric vehicle to be rotated among County departments. 3 ) Purchase a propane powered forklift for use at the County Government Recycling Center. FISCAL IMPACT Approval of the attached resolutions will permit the County to compete with Bay Area agencies for $5 . 9 million in AB 434 funds, which are designated for projects that reduce motor vehicle emissions. II. BACKGROUND/REASONS FOR RECOMMENDATION In October 1991 , the California Legislature enacted AB 434 authorizing a vehicle registration surcharge of up to $4 -to implement transportation control measures (TCMs) included in the 1991 Clean Air Plan ( CAP) . BAAQMD expects the surcharge to raise $5. 9 million this year. The funds will be available on a competitive basis for distribution to projects- such as our three proposed alternate fuel vehicle projects. PG&E has agreed to contribute services valued at $20,000 for this cooperative project. We plan to install two ( 2) fast fill CNG pumps which can handle fueling eight to ten vehicles in 15 minute intervals. The CNG system will be designed with space allocated for additional fuel pumps. Some of the 150 vehicles assigned to the Public Works corporation yard could be converted to CNG. Once completed, other public agencies would have access to the CNG card-lock system. Our second request is for funding to purchase a zero emission electric vehicle that would be rotated among County Departments. We plan to use the trial program to assess how additional electric vehicles can best be incorporated into the daily operations of the County Fleet. Our third request is for funding to purchase a propane powered pneumatic forklift with a rated capacity of 9000 lb. This would replace a 21 year old gas powered forklift currently in daily use moving pallets and bales at the County Government Recycling Center. The Board previously approved applications from Public Works and Community Development for funding in other categories. General Services was able to submit a partial application package to BAAQMD before the August 31, 1992 deadline. However, the application package will not be complete until we receive and forward your approval for our proposed projects. The Board of Supervisors of Contra Costa County RESOLVE: WHEREAS, the Bay Area Air Quality Management District(BAAQMD) has requested applications for $5. 9 million in Assembly Bill (AB 434) funds to implement projects designed to reduce air pollution from motor vehicle emissions; WHEREAS, Contra Costa County is a leader in the effort to reduce emissions by being one of the first agencies to convert nine ( 9) vehicles to alternative fuels ( 5 CNG, 4 methanol flex fueled) and is an eligible recipient of AB 434 funds; WHEREAS, this is the first proposed cooperative agreement to build an alternate fuel dispensing station between PG&E, Central Sanitary District and the County; WHEREAS, PG&E plans to contribute $20,000 in services for this cooperative CNG fueling station project; WHEREAS, the Central Sanitary District plans to convert five ( 5 ) vehicles to CNG and use the fueling station; and WHEREAS, the County will own and operate the CNG fuel station and use it to fuel our existing CNG vehicles as well as those vehicles we plan to convert in the future; NOW THEREFORE, The Board of Supervisors of Contra Costa County does hereby authorize the Director of General Services to complete an application to the BAAQMD to request funds available under AB 434 for design and installation of a compressed Natural Gas Fueling Station.
