SUBJECT: Corps of Engineers Wildcat/San Pablo Creek Project Phase II, San Pablo/Richmond Area
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
ACCEPT this report from the Chief Engineer indicating the Corps of Engineers has determined
that flooding of the common flood plain for Wildcat and San Pablo Creeks upstream of the
Atchison Topeka & Santa Fe Railway (Reach 2) causes insufficient damage to justify the
estimated expenditure to improve the upper portion of these creeks to prevent flooding.
ACCEPT the Corps of Engineers' determination and AUTHORIZE the Chief Engineer to
discontinue studying improvement alternatives at this time for these segments of Wildcat/San
Pablo Creeks.
II. Financial Impact:
The Corps of Engineers determination rules out federal participation in the construction of
needed improvements costing approximately $20,000,000. Local funding for flood control
improvements of this magnitude is not available.
III. Reasons for Recommendations and Background:
The Corps of Engineers has completed a detailed hydraulic analysis of Wildcat and San Pablo
Creeks upstream of the Atchison Topeka & Santa Fe Railway and downstream of Interstate 80.
They have determined the limits of flooding that will occur with various frequency storms and the
dollar value of expected damage from the flooding. On an average annual basis,the cost of the
expected flood damage is less than the average annual c st associated with onstruction

of the needed creek improvements to eliminate the flooding. Based on this finding the Corps
of Engineers can not justify the expenditure of federal funds to improve these reaches of Wildcat
and San Pablo Creeks.
District staff has explored numerous alternative solutions; however, staff has not been able to
find an alternative with a low enough cost to meet the federal criteria.
In the future, redevelopment efforts in the flood plain by the City of San Pablo may generate
sufficient benefits and funding to correct the flooding problem from these creeks. At that time
we would recommend that staff be authorized to assist the City in developing a solution
consistent with the City's redevelopment objectives.
