SUBJECT: Hearing On Rezoning Request 2976-RZ, Final Development Plan
3038-91, and Subdivision 7725, DeBolt Civil Engineering and
Walt Foskett, Alamo Area.
This is the time heretofore noticed by the Clerk of the Board of Supervisors for
hearing on the recommendation of the San Ramon Valley Regional Planning commission
on the request (2976-RZ) by DeBolt Civil Engineering (applicant) and Walt Foskett
(owner)to rezone 5.84 acres from Single Family Residential (R-40)to Planned Unit
District (P-1) with a preliminary development plan, for final development plan approval
for ten residential units (3038-91), and for vesting tentative map approval to subdivide
5.84 acres into ten lots (Subdivision 7725); and also to consider the establishment of a 15
foot hiking and bicycling trail to connect Fairdale Way with the Trotter Way/Livorna
intersection. A segment of that trail is proposed to align with the eastern boundary of the
subject Foskett property in the Alamo area.
Mary Fleming, Community Development Department, presented the staff report
on this matter and on the previous matter on the agenda(H.6) at the same time.
The public hearing was opened and the following person presented testimony:
Mark Armstrong, Gagen, McCoy, McMahon and Armstrong, representing Mr.
Foskett, spoke in support of the project, and commented on conditions that he wished
addressed in the letter he had sent to the Board dated September 9, 1992.
Mr. Walt Foskett, applicant, spoke in support of the proposed project;
Tori Lawrence, 110 Fairdale Way, Alamo, representing the Vernal Area
Improvement Association, in opposition to the proposal;
Elizabeth M. Suter, 184 Vernal Drive, Alamo, in opposition;
Greg Jones, 292 Smith Road, Alamo, representing the Alamo Improvement
Association, in opposition;
Earl Ramer, 86 Stephanie Lane, Alamo, commented on grading, set back and
height of the houses and fencing and landscaping;
Harriet Doris Lyon, 1208 Livorna Road, Alamo, in opposition;
Kenneth Repp, 173 Vernal Drive, Alamo, in support of the proposal;
Mark Armstrong spoke in rebuttal.
The public hearing was closed.
Supervisor Schroder moved to declare intent to approve the proposed project for 9
lots and to introduce the ordinance giving effect to the rezoning, waive reading, and set
October 6, 1992, for decision on the matter.
IT IS BY THE BOARD ORDERED that the Board of Supervisors declares its
intent to adopt the recommendations of the San Ramon Valley Regional Planning
Commission for 9 lots;Ordinance No. 92-70 is INTRODUCED giving effect to the
rezoning and October 6, 1992, is SET for adoption and final decision on the matter.
