Recommended Action: 1. APPROVE the formation of a Countywide Bicycle Advisory Committee, which will provide input to Contra Costa County and the cities in the County on bicycle projects for Transportation Development Act (TDA) funds to construct bicycle/pedestrian projects.and also provide advice to the cities and the County on bicycle planning matters. The. Countywide Bicycle Advisory Committee shall be made up of the following voting membership which are voluntary, not-paid .positions: a. The California Highway Patrol (one designee) b. The Superintendent of Schools (one designee) C. One appointee from each of the five supervisorial districts in the County d. One representative each from five bicycle organizations that use the roads in Contra Costa County e. One representative from the bicycle industry 2. Direct the Director of the Public Works Department and the Director of the Community Development Department to select the staff person to staff the committee. 3. Direct the Clerk of the Board to post the positions created on the Countywide Bicycle Advisory Committee pursuant to Board Policy. 4. Refer the applications for membership on the Countywide Bicycle Advisory Committee to the ,Transportation Committee for recommendation to this Board for filling the Committee membership. Financiallmpact: Without a bicycle advisory committee, the County would be unable to receive any future TDA grant monies. Some staff time will be required to staff the committee. III. Reasons for Recommendations and Background: Last year the Metropolitan Transportation Commission (MTC) revised their criteria for obtaining TDA grant monies to construct bicycle/pedestrian facilities. MTC now requires agencies to receive input from bicycle groups through a Bicycle Advisory Committee, prior to applying for TDA funds. When MTC was proposing these revised requirements for TDA funds, the City County Engineering Advisory Committee (CCEAC) and the Board of Supervisors commented that the proposed requirement of a bicycle advisory committee for each city and the County would be costly and inefficient for the amount of TDA monies available to Contra Costa County each year. As a result, when MTC finally adopted the revised criteria, they did allow an exemption for the County and cities from forming separate Bicycle Advisory Committees, if there was a Countywide Bicycle Advisory Committee that provided input on projects throughout the unincorporated and incorporated County. The CCEAC has endorsed a Countywide Bicycle Advisory Committee as a County and city bicycle advisory committee and requests that the Board of Supervisors form the Countywide Bicycle Advisory Committee. In addition, the concept of a Countywide Bicycle Advisory Committee serving the needs of the County and the cities has also been endorsed by the Conference of Mayors at their July 9, 1992 meeting, and they also recommend the Board form the Countywide Bicycle Advisory Committee. The CCEAC stressed the following three points in making their recommendation to the Board of Supervisors to form the Countywide Bicycle Advisory Committee: 1. The project prioritization process for ranking TDA projects for funding in the County should remain unchanged. Input from bicycle groups through the Countywide Bicycle Advisory Committee would only result in developing a list of projects that would be eligible for TDA funding. 2. It should be emphasized that the project list developed by the Countywide Bicycle Advisory Committee is advisory only. The cities or County may apply for TDA funding from this list, or they may apply for a different project, the choice is theirs. 3. TDA funding can also be used for non-bicycle oriented projects. The TDA process should provide for the inclusion of non-bicycle projects. The makeup of the Committee membership is designed to provide representation throughout the County through an appointee from each of the supervisorial districts, and input from bicycle organizations through representatives from five different bicycle organizations that use the roads in Contra Costa County. A bicycle group is defined as an organized group of bicycle users that are incorporated as a non-profit public benefit corporation. There will also be a representative from the School Districts for input on projects to serve school children to and from the schools, and also a representative from the California Highway Patrol for a safety and enforcement perspective. The qualifications for membership on the committee is that they must live or work in Contra Costa County. Each representative should designate an alternate who also must live or work in Contra Costa County. The voting membership of the committee will serve on a voluntary basis and will not be paid by the County. It is intended that the Countywide Bicycle Advisory Committee would perform the following functions: 1. Develop a list of TDA eligible projects in the cities and the unincorporated County. 2. Participate in the development of comprehensive bicycle plans. Formation of the Countywide Bicycle Advisory Committee Page Three August 4, 1992 The Countywide Bicycle Advisory Committee would meet once a year to advise the County and the cities on which projects should be a priority for application of TDA funds. In addition, the Countywide Bicycle Advisory Committee could carry on the activities of the Bikeway Plan Advisory Plan Committee, which was formed by this Board approximately two years ago to develop a Countywide bicycle plan. That committee produced a draft copy of the plan for circulation. The Countywide Bicycle Plan, however, was never finalized and the Countywide Bicycle Advisory Committee could complete the countywide Bicycle Plan. One of the advantages of forming a Countywide Bicycle Advisory Committee serving the County and the cities, rather than a County Bicycle Advisory Committee serving only the unincorporated areas, is that it will provide a better forum for preparing a comprehensive Countywide bicycle plan. In any event, with the unincorporated areas being so diverse and spread out, the membership of a County Bicycle Advisory Committee would be the same as the Countywide Bicycle Advisory Committee. The Transportation Committee considered this recommendation for action at its July 21, 1992 meeting. IV. Consequences of Negative Action: Contra Costa County would not be eligible for any future TDA funding and each of the citiies would have to form their own Bicycle Advisory Committee to obtain TDA funds.
