SUBJECT: STATUS REPORT ON THE IMPLEMENTATION OF THE DRUG AND ALCOHOL
ACTION PLAN IN CONTRA COSTA COUNTY
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Acknowledge receipt of the attached report from the Health
Services Director on the status of the implementation of the
Drug & Alcohol Action Plan in Contra Costa County.,
2 . Concur with plans to hold the 1993 Alcohol and Other Drug
Summit at the Richmond Auditorium on February 6, 1993 .
3 . Approve the Evaluation Plan Outline as contained in Attachment
A to the attached report from the Health Services Director.
Request the Health Services Director to forward the final
survey instrument to the members of the Internal Operations
Committee for their review before it is distributed.
4 . Concur with plans for the next Countywide Coordinating
Committee meeting to be held September 30, 1992 in Pittsburg
on the theme "Law Enforcement and the Action Plan" , as
outlined in the attached report.
5 . Direct the County Administrator to add representatives from
the Substance Abuse Board (The combined Alcohol Advisory Board
and Drug Abuse Advisory Board) to the Council of Chairs and
the Expanded Budget Advisory Committee.
6 . Request the Health Services Director to plan and conduct
annual Countywide Interfaith Symposiums, one in East County
and one in West County, in order to insure that all areas of
the County have the opportunity to host such a conference.

7 . Request the Health Services Director to make a further status
report on all aspects of the implementation of the Drug &
Alcohol Action Plan in Contra Costa County to our Committee on
October 12, 1992 .
BACKGROUND:
On May 12 , 1992 the Board of Supervisors received and approved our
last status report on this subject. On July 27, 1992 our Committee
met with Mark Finucane, Health Services Director; Chuck Deutschman,
Substance Abuse Program Administrator; and Vic Colman, OSAP Project
Coordinator. We reviewed the attached status report with Mr.
Finucane. We continue to be very pleased with the local community-
based activity which is going on and with the significant changes
in attitudes which have taken place over the past few years
regarding the use of alcohol and other drugs . We plan to continue
to receive periodic status reports and will share them with the
full Board of Supervisors .

SUBJECT: Update on Countywide Drug and Alcohol Action Plan
DATE: July 23 , 1992
The following is a report from the Health Services Director on the
status of the implementation of the Countywide Drug and Alcohol
Action Plan, with a specific focus on the membership of the County-
wide Coordinating Committee.
♦ Planning for the 1993 Alcohol and Other Drug Summit is well
underway. Monthly planning meetings are being held in West
County on the third Wednesday of the month, from 10 a.m. to
noon at Sup. Powers office in Richmond.
Location will be the Richmond Auditorium. A committee
structure for Summit planning is established, including:
Program; Funding; Youth; Logistics; and Public Relations. The
Program Committee has developed a theme for the day, which
will be more of a fair / festival approach (to be held on a
Saturday) rather than a weekday workshop / conference theme.
The rationale for the change in approach is based on the
notion that the success of the Action Plan is predicated on
volunteer efforts, and that a week-day summit would not be the
most accessible way to recruit new volunteers into the effort.
♦ The staff are. currently finishing the development of
instruments for an evaluation of the Action Plan. The
comments received by the IO Committee on March 23 , 1992 have
been incorporated into the overall evaluation plan. [See
Attachment A for copy of the evaluation plan outline]

♦ COUNTYWIDE COORDINATING COMMITTEE (CCC) : Following the
CCC mini-conference in Lamorinda last Fall (which focused on
Prevention) , Department staff assisted South County regional
Action Plan leaders in hosting a mini-conference called
"TreatmentWORRS" which took place in May in Danville. The
conference was attended by over 100 people and was designed to
link Treatment providers with Action Plan representatives and
activities. Several treatment representatives agreed to
continue the work following the conference and many were
enthusiastic about continued involvement in the Action Plan in
general. . .a huge success! !
The next Countywide Coordinating Committee meeting will take
place on September 30, 1992 in Pittsburg. The theme of the
meeting will be focused on "Law Enforcement and the Action
Plan. " The planning team includes the East County OSAP staff
coordinator, Alcohol and Drug Program staff, County law
enforcement officials and private citizens. [See Attachment
B for copy of draft agenda]
This is a collaborative effort to plan a day that will both
attract law enforcement officials from around the County and
motivate them to increase their participation in both the
regional and county levels of the Action Plan.
♦ Members of the Tobacco Prevention Program met with the
Department's Prevention Coordinator to learn about the history
and structure of the Action Plan and to discuss possible
collaboration of efforts, particularly during Red Ribbon Week.
♦ The Professional Development Committee of the Department's
Merger Planning Group hosted the first combined All Staff
training on "HIV AND SUBSTANCE ABUSE COUNSELING" ON July 10th.
The training was attended by 65 staff members and was met with
a very positive response.
♦ April 29, 1992 : The Department's Prevention Coordinator
worked with local clergy members to host the 2nd Annual
Interfaith Symposium on Substance Abuse which took place April
29th at the Concord Sheraton. The conference included
religious leaders, church members, treatment providers, and
the recovering community. Activities focused not just on
education but on 'policy implementation' and ended in a Public
Proclamation to create and Alcohol and Drug Awareness week-end
in each church or synagogue.
♦ May 16, 1992 : Final Prevention Institute training was
held in Walnut Creek, titled " Volunteers: The Backbone of
Community Initiatives".
♦ Health Services Department staff are working with two Action
Plan regions (Central and West) to develop RFP processes to
seek fiscal agents to manage their segment of the OSAP
Community Partnership project. These RFP's will be finalized
this month and distributed shortly after. In both regions it
is anticipated that the fiscal agents will begin project
management on October 1, 1992 .
♦ Master Plan Update: Department staff have been working
closely with the Master Plan Advisory Committee in
coordinating the direction, organization, and planning
strategies of the Master Plan with the Action Plan. Joint
meetings of the Leadership Council of the CCC and the Master
Plan Advisory Committee are continuing.
The first draft of the Five Year Master Plan report is being
finalized. Department staff worked with members of four
systems: Health Dept. , Criminal Justice, Social Services, and
Education in order to complete the report which addresses
collaboration around alcohol and drug issues.
This first draft will be made available to the combined
Substance Abuse Advisory Board at their July 22 , 1992 meeting.
On that same day, a copy of the draft will be mailed to the
Master Plan Advisory Committee. Each group will have one
month to review the document and make suggested changes. The
Department will finalize the document in late August and
present a final draft for approval by the Board of Supervisors
in early September, 1992. The approved draft will then be
presented to the state Department of Alcohol and Drug Programs
on or before September 30, 1992 .
REGIONAL HIGHLIGHTS
♦ May - June, 1992: West -- sponsored "safe and sober rides"
for three local high schools.
♦ June, 1992 : Second newsletter published by West County
OSAP Partnership.
♦ May 3 , 1992: Aca lanes/Lamor inda hosts a day of music as
an alcohol and drug-free event for youth.
♦ May 14, 1992 : East -- Youth Media Project public
screening in Antioch.
♦ May 17, 1992: Central -- Walnut Creek CASA fundraiser
nets around $3 ,000.
♦ May 20, 1992 : East -- Youth Gang Prevention Consortia
grant submitted to federal Department of Health and Human
Services.
♦ May 28, 1992: Central -- County Supervisor for Central
hosts "Town Hall" meeting; three representatives from regional
steering committee participate.
♦ June 11, 1992 : South County holds second facilitated
planning meeting of its regional steering committee to tighten
mission and structure.

EVALUATION PLAN OUTLINE
1. Purposes of Evaluation
• conduct evaluation of the Action Plan
• increase awareness of the Action Plan
• institutionalize ongoing evaluation efforts at county level
and encourage the same at the regional and local level
• help de-mystify evaluation processes
2 . Possible Outcomes
After the data has been analyzed and interpreted we are
confident that the results will assist us in:
• revising and updating the Action Plan
• future fund raising efforts
• developing a targeted media/marketing plan that will include
a historical video document of the Action Plan
• increase community awareness and involvement in the Action
Plan.

4 . Description of Evaluation
A. Study Design
After determining the various questions that needed answering staff
considered and chose one evaluation design: Posttest only design.
We will survey all three tiers of the Action Plan (local, regional,
and countywide) . If resources are available in the future perhaps
we would be able to engage in a time series analysis design.
B. Define Sample
Because the intent of the Action Plan has always been inclusive of
the entire County population we would want to conduct a "population
study" . However, without additional resources a true population
sample is not achievable. Thus, we need to sample a portion of the
Action Plan population, in effect a subset of the general
population. Surveys can be conducted at three tiers of the Action
Plan (local, regional, and countywide) .
5. Evaluation Instruments
Formal evaluation instruments are now being completed by
Health Services Department (HSD) staff. The developed instruments
will be pilot-tested with various Action Plan volunteers next
month.
6. Data Collection
Once the evaluation instrument has been finalized it will be
distributed to all the identified groups and committees within the
Action Plan framework.
7 . Tabulation, Analysis, Summary and Feedback
The data gathered from all of the various evaluation efforts
must be collected, compiled and organized. The data can then
provide information on how the Action Plan community perceives
Action Plan processes, activities, and outcomes. The data must be
packaged and presented in accessible ways to the various Action
Plan groups.
