Acknowledge receipt. of the final report of the Housing Trust Fund Task Force. 2 . Authorize the Chair of the Board to send letters to each member of the Housing Trust Fund Task Force thanking the member for serving on the Task Force. rt 3 . Abolish the Housing Trust Fund Task Force, effective August 4, 1992 . 4 . Agree in concept to the formation. of a Housing Trust Fund Advisory Board made up of individuals representing a broad spectrum of interests and abilities, including,. but not limited to: knowledge of and concern for affordable housing, technical expertise, representation of relevant interest groups, and sensitivity to the needs and concerns of low income housing consumers . Request staff from the Community Development Department to report to our Committee on October 12, 1992 on a specific proposed charge, size, composition, and list of potential members for the Housing Trust Fund Advisory Board and providing our Committee with the applications of those wishing to be appointed as members of the Advisory Board. Direct staff from the Community Development Department to correspond with the cities in Contra Costa County, providing each city a copy of the final report of the Housing Trust Fund Task Force and asking the city to review and comment on their preferences among the proposed revenue sources . Direct staff from the Community Development Department to report the responses to these letters to our Committee on October 12, 1992 . 6 . Direct staff from the Community Development Department to correspond with the Contra Costa Transportation Authority, providing it with a copy of the final report of the Housing Trust Fund Task Force and asking it to review, comment and provide its recommendations regarding the proposed revenue sources . Direct staff from the Community Development Department to report the responses to these letters to our Committee on October 12, 1992 . 7 . Agree in concept to capitalize the Housing Trust Fund with in lieu fees that may be paid pursuant to Development & Disposition Agreements for the Weidemann development in the San Ramon Valley and the Solomon and Lesher developments on Bethel Island. 8 . Request staff from the Community Development Department to review the City of Modesto' s inclusionary zoning program and equity sharing program, and other inclusionary programs, and discuss these programs with the Building Industry Association and return any comments or recommendations on these programs to our Committee on October 12, 1992 . 9 . Express the Board's appreciation to Jim Kennedy and Kathleen Hamm from the Community Development Department and the consultant team of Keyser Marston and Associates, CGMS, and Howard Rice, et al, for their dedication, professional expertise and commitment in assisting the Housing Trust Fund Task Force to work through the various issues which were confronted by the Task Force and come to a consensus on their final report and recommendations . BACKGROUND: On April 21, 1992 the Board of Supervisors directed staff to forward the final report of the Housing Trust Fund Task Force to the Board through our Committee by not later than July 27, 1992 . On July 27, 1992 our Committee received and reviewed the attached final report of the Task Force with Jim Kennedy and Kathleen Hamm from the' Community Development Department, Guy Bjerke from the Building Industry Association, and Ralph Copperman representing the Advisory Council on Aging. Ms . Hamm reviewed each of the recommendations . Mr. Bjerke indicated his organization's opposition to an inclusionary zoning program since it requires higher priced homes to subsidize lower priced homes, thus undermining the whole concept of affordable housing. Mr. Bjerke suggested that general obligation bonds were the most equitable way to fund an affordable housing program. Supervisor Schroder indicated that he could not support either general obligation bonds or a tipping fee at the dumpsite without the concurrence of the cities. He expressed his belief that the Board of Supervisors should not move ahead with any countywide tax without the concurrence of the cities . Supervisor Schroder suggested that the Committee simply accept the report from the Task Force, review the recommendations and approach the cities to obtain their input. Supervisor McPeak noted that the Housing Trust Fund ,could be capitalized with the proceeds from the in lieu fees to be paid pursuant to Development Agreements on the Weidemann development and on the Solomon and Lesher developments . These have the potential 2 I .O.-6 to total $8 million. She also noted that the City of Modesto has an inclusionary zoning program which has a shared equity feature which seemed to be working and that she would like staff to review this program and other appropriate programs, and discuss them with BIA and bring back any comments or recommendations to our Committee. Supervisor McPeak also suggested that the Board of Supervisors should move ahead with the appointment of an Advisory Board appointed by the County, even though there is no commitment to a specific revenue source to fund the Trust Fund at this point. If a revenue source is eventually selected which is countywide in nature then the Advisory Board could be reconstituted to include representatives from the cities and other jurisdictions which would be concerned with such a program. At this time, an advisory board should be formed which could provide further exploration of the potential revenue sources and advise the Board of Supervisors on the specific details of how a Trust Fund should be formed and funded. We are, therefore, making all of the above recommendations to the Board of Supervisors, requesting that several reports be brought back to our Committee on October 12, 1992, following which we will make a further report to the Board of Supervisors .
