HomeMy WebLinkAboutMINUTES - 08041992 - IO.3 r7 TG: BOARD OF SUPERVISORS I .O.-3 6-.--i Contra FROM: INTERNAL OPERATIONS COMMITTEE n1 5 Costa DATE: July 27, 1992 County SUBJECT: PROPOSED REORGANIZATION OF THE FAMILY AND CHILDREN'S TRUST COMMITTEE (FACT) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: Request that both the Family & Children' s Trust Committee (FACT) and the Human Services Advisory Commission consider abolishing FACT and turning its current responsibilities over, to the Human Services Advisory Commission. Request that representatives from both groups meet with the Internal Operations Committee on September 28, 1992 and share with our Committee their thoughts, reactions and recommendations regarding the above proposal . BACKGROUND: The Family & Children' s Trust Committee (FACT) forwarded to our Committee the attached memorandum, suggesting that FACT- be restructured as suggested in order to remove some organizations which have not participated in FACT and to provide more flexibility to FACT. Our Committee would like to explore a different scenario, although we emphasize that this is only one possibility. The Human Services Advisory Commission (HSAC) has not been meeting recently because of a lack of staff support and a lack of clarity regarding the charge to the Commission.. At the same time, it has been difficult to recruit enough members to keep FACT fully constituted. We would like to explore the possibility of combining FACT and HSAC. and providing the combined group with the charge which has been the responsibility of FACT, namely to recommend to the Board of Supervisors the allocation of funds in the Family & Children' s Trust, the AB 299.4 funds and the AB 1733 funds and to evaluate the manner in which the agencies which receive these funds are expending them. However, with the reduced money available to provide all services, it seems appropriate to consider every way in which we can combine, consolidate and streamline committees, commissions and advisory boards . We will plan to meet with both FACT and HSAC on September 28, 1992 and then report further to the Board of Supervisors on this matter after that meeting. -2-
