SUBJECT: REPORT ON ATTENDANCE PROBLEMS WITH THE KELLER CANYON LANDFILL
CITIZENS ADVISORY COMMITTEE
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
1 . Authorize the staff- of the Community Development Department,
on behalf of the Keller Canyon Landfill Citizens Advisory
Committee, to write to those organizations whose attendance at
meetings of the Citizens Advisory Committee has been less than
50% since September of 1991, asking whether the organization
wishes to continue to be represented on the Citizens Advisory
Committee and, if so, to urge that they either encourage their
representative or alternate . to attend more regularly or
replace their representative with someone who will be able to
attend meetings and to caution that in order to maintain a
quorum at meetings, entities which do not attend meetings on
a fairly regular basis will be dropped from the Citizens
Advisory Committee.
2 . Request the Keller Canyon Landfill Citizens Advisory Committee
to report back to the Internal Operations Committee on
September 14, 1992 regarding any responses they have received
to these letters, including what further action the Citizens
Advisory Committee recommends the Board of Supervisors take.
3 . Agree to consider adding the Interdenominational Ministerial
Alliance of Pittsburg, Inc. to the Citizens Advisory Committee
when the Citizens Advisory Committee reports back to our
Committee. on September 14, 1992 .

BACKGROUND:
On July 1, 1992, Vicki Conklin from the Community Development
Department wrote to our Committee on behalf of the Keller Canyon
Landfill Citizens Advisory Committee, noting that the attendance by
representatives of several organizations which are members of the
Citizens Advisory Committee has fallen to less than 50% of the
meetings . This creating a problem in achieving and maintaining a
quorum for the conduct of business . We are, therefore, authorizing
staff to write to the four organizations whose attendance has
fallen below 50%, asking the organization whether it wishes to
continue to be a member of the Citizens Advisory Committee and, if
so, to either encourage their representative or alternate to attend
more regularly or appoint a representative who will be able to
attend the meetings more regularly.
We are asking the Citizens Advisory Committee to report back to us
in September. At that time, we will recommend to the Board of
Supervisors either that organizations be eliminated from the
Citizens Advisory Committee, or that their representative be
changed or that whatever other action seems appropriate be taken.
It is likely that we will also recommend at that time the addition
of the Ministerial Alliance to the Citizens Advisory Committee.
