SUBJECT: STATUS REPORT ON THE CONTRA COSTA COUNTY-BYRON AIRPORT -
ACCEPT REPORT
SPECIFIC REQUEST(S)OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
The purpose of this report is to bring the Board of Supervisors up-to-date on a number of issues
regarding development of the Contra Costa County Byron Airport. A 15-minute presentation will
be given by airport staff and their consultant, Mike Shutt, of Hodges and Shutt, Aviation Planning
Services. Areas to be discussed include financial, environmental, and the construction schedule.

III. Reasons for Recommendations and Back r� ound:
The total cost of the land to build the Contra Costa County Byron Airport is approximately $8
million, and construction'"is expected to be approximately $12 million. Total land acquisition is
approximately 1,300 acres. All, except 80 non-critical acres, of the land has been purchased. Land
acquisition was 90% funded through the Federal Aviation (FAA) Airport Improvement Program
(AIP). Federal funding comes from the Federal Aviation Trust Fund, which is totally user funded.
The remaining 10% local, share is funded through Airport Enterprise accounts and state aviation
loans. To date, approximately $8 million for land acquisition and construction of the new Contra
Costa County Byron Airport has been received from the Federal Aviation Administration (FAA).
Approximately $3 million has been committed from the FAA is expected to be issued on fiscal year
1993.

Environmental mitigation plans for seasonal wetlands and vernal pools are currently underway. A
mitigation wetland is to be created and maintained by the County, on the Byron Boys Ranch. The
wetland project will not only provide a new home for endangered species displaced by Airport
construction, but will also allow the County to participate in an environmental education program
designed for residents of''the Byron Boys Ranch.
The environmental mitigation is a significant expense to the overall project. The environmental
consultants will cost about$400,000 through construction. The environmental construction will cost
about $850,000. We are also required to dedicate about 830 acres as a conservation easement for
the Kit Fox habitat. The property cost $6500 per acre, making this property value for the habitat
about $5.4 million. It should also be noted that this 830 plus acres is no longer available for any
other uses. In addition, we will be required to do ongoing monitoring of the area at annual costs
estimated to range from $15,000 to $50,000 per year.
Grading for the new airport and construction of the Byron Bethany Irrigation Project is scheduled
to begin during the Fall of 1992. Paving for the two runways is scheduled for the Spring of 1993,
and construction of access roads is scheduled for the Fall of 1993.
