RECOMMENDATIONS•
1. Accept report from County Administrator on the use of fire district
vehicles assigned to district employees.
2. Direct each fire chief to review policies on assigned vehicles and the
practice of allowing assigned vehicle to be driven to and from work,
meet with employee representatives as appropriate and report back with
revised plans that recognize the current financial problems of the fire
districts.
REASONS FOR RECOMMENDATION/BACKGROUND:
Recently, the Board of Supervisors requested the County Administrator to
provide information on the use of fire district vehicles and the practice in
the fire districts of allowing assigned district vehicles to be used by
employees to drive to and from work.
The County Administrator' s Office requested vehicle assignment information
from all County fire districts. The attached information provided by the
fire districts shows for each assignment the residence, work location., work
assignment and reason for assignment.
With the exception of Pinole and Bethel Island, all of the districts have
assigned vehicles that are allowed to be used by employees to commute to
work.
Vehicles are assigned primarily to chief officers and other employees who are
subject to being called back to work during the off-duty hours in the event
of multiple alarm fires, disasters or other major incidents. The vehicles
are equipped with communication and emergency response equipment which

enables the employees to respond directly to the .scene of the incident
without first driving to their assigned workplaces. In addition to responses
to specific incidents throughout the County, many of the employees are
assigned to report to the County and City Emergency Operations Centers
(EOC' s) where they provide fire liaison during emergencies.
Most of the employees that drive assigned vehicles live in the County. Many
of the employees live in the district in which they work. Some of the
employees with assigned vehicles live outside the County, however, it should
be noted that the fire districts do not have residency requirements as a
condition of employment.
In view of the severe funding crisis facing the fire districts, the use of
assigned vehicles needs to be examined with a view to making cost reductions
where possible. For example, Riverview Fire Protection District has recently
decided to eliminate some vehicle assignments as part of its Phase I budget
reductions.
