SUBJECT: AWARD bF CONTRACT TO YOUNGER-WUNAR INC. FOR THE MOUNTAIN VIEW HOUSE
(SHELL AVENUE SINGLE WOMEN AND FAMILY SHELTER) REHABILITATION PROJECT AT
1391 SHELL AVENUE, MARTINEZ, CALIFORNIA
I. RECOMMENDED ACTION
Approve the award of the contract to Younger-Wunar, Inc., El Cerrito, CA for the Mountain View House
Rehabilitation Project in the amount of$578,404.
H. FINANCIAL IMPACT:
This contract is funded through four sources: 1) McKinney Transitional Housing Grant (HUD), 2) County
Community Development Block Grant Program, Program Agreement No. 17-61, 3) County Housing Development
Assistance Fund and 4) County Housing Bond Trust Fund Program. The contract amount is within the amounts
budgeted for this project.,
III. REASONS FOR RECOMMENDATION/BACKGROUND
Eight bids were received and opened on July 15, 1992 for the Mountain View House (Shell Avenue Single
Women and Family Shelter) Rehabilitation Project. The project involves the complete rehabilitation of two County
owned buildings located at 1391 Shell Avenue, unincorporated Martinez, into a single women and families shelter.
The apparent low bidder,Teng Lui Construction Co., subsequently requested that their bid be withdrawn due
to clerical error. The bid from the second low bidder,William Moran Construction Co.,was incomplete in that no bid
bond or deposit was included. After evaluating the bids, it is staff opinion that the third lowest apparent bidder,
Younger-Wunar, Inc,was the lowest responsible bidder. Younger-Wunar, Inc.is a minority owned general contracting
firm located in the County of Contra Costa (El Cerrito).
At its regular meeting on July 20,1992 the Advisory Housing Commission recommended approval of the award
of this contract to Younger-Wunar, Inc.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to approve the execution of a contract with Younger-Wunar,Inc.
the Housing Authority will experience delays in the completion of this Single Women and Families Shelter which may
jeopardize funding allocated to this project.
