Rehabilitation Program Delivery Strategy Study.

RECOMMENDATIONS f
The Housing and Community Development Advisory Committee recommends
that the Board of Supervisors reprogram $35, 000 of the Community
Development Block Grant Contingency Fund to the Community Development
Block Grant Program Administration Fund, to pay for the cost of the
Rehabilitation Program Delivery Strategy Study to be performed by the
consulting firm Comprehensive Housing Services, Inc.

BACKGROUND/REASONS FOR RECOMMENDATIONS
Over the last two program years, the Housing and Community
Development Advisory Committee and the Board of Supervisors have
expressed desire to have an outside consultant perform a study of
the County's housing rehabilitation delivery strategy to determine
whether the present structure is the most cost effective and
efficient way to deliver housing rehabilitation services to low and
moderate income homeowners and renters in the Urban County.
Final close-out of the Community Development Block Grant accounts
for the program year 1991/92 indicate that there is a remaining
balance in the 1991/92 Contingency account of $85, 275. 48 . This
amount, combined with the 1992/93 Contingency Fund amount of
$125, 800, appears to be more than adequate for any unforseen claims
against it during the current program year.
Based on the above reasoning, staff is confident in recommending
that the use of the $35, 000 of the Contingency Fund to support the
Housing Rehabilitation Program Delivery Strategy will not place the
Contingency Fund or the overall program in any jeopardy during
administration of the 1992/93 grant, or at any point beyond the
current grant period.
