SUBJECT: APPROVING CONSULTING SERVICES AGREEMENT FOR PROJECT MANAGEMENT FOR
NEW REPLACEMENT HOSPITAL, 2500 ALHAMBRA AVENUE, MARTINEZ (WH580B)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I . RECOMMENDATION
A. APPROVE a consulting services agreement with O'Brien-Kreitzberg &
Associates, Inc. , Bayside Plaza, 188 the Embaracadero, San
Francisco, for management of the new Replacement Hospital Project,
2500, Alhambra Avenue, Martinez .
B. AUTHORIZE the County Administrator or his designee to execute the
agreement,. which will be effective July 15, 1992 and will provide
for project management services through the Construction Documents
Phase.
II . FINANCIAL IMPACT
Funds in the capital account established for the project are sufficient
to cover the amount encumbered by this agreement. The funds are from
bond proceeds specific to the Project. The debt service will be
covered by State and Federal funds, and the first payment will not be
due until Completion of the Project in 1997 . The Project is essential
for the County to continue to provide mandated medical services with
licensed facilities .
III . REASONS FOR RECOMMENDATIONS/BACKGROUND
A. By an Order dated March 2, 1992,. the Board authorized the County
Administrator and Health Services Director to negotiate an
appropriate agreement and recommend selection of a Project
Management firm. The County Administrator has negotiated such an
agreement with the firm selected first by a County Selection
Committee.

AGREMENT FOR PROJECT MANAGEMENT August 4, 1992
ON NEW REPLACEMENT HOSPITAL,
2500 ALHAMBRA AVENUE, MARTINEZ
B. The agreement describes project management services through
the Construction Documents phase. Services during subsequent State
Review and Bidding and Construction phases of the project may be
added by written amendment when approved by the Board.
C. The County must proceed with this agreement for project management
services because it does not have sufficient staff to provide the
services and because the services must be provided immediately to
avoid delay in the Project.
