County DATE: August 4 , 1992 SUBJECT: Approval of Additional FY 1992-93 CDBG Funds for Shell Avenue Shelter SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS As recommended by the Housing and Community Development Advisory Committee, approve the allocation of $50,000 in FY 1992-93 Community Development Block Grant funds (CDBG) for completion of the Shell Avenue Shelter for Homeless Women and Children. In addition, authorize the Director of Community Development or his designee to execute a contract with the Housing Authority of Contra Costa County for this purpose. FISCAL IMPACT No General Funds are involved. Funding, for this project will be provided from the FY 1992-93 CDBG Housing Development Assistance Fund. BACKGROUND/REASONS FOR RECOMMENDATIONS The Housing Authority of the County of Contra Costa has requested $50,000 from the FY 1992-93 CDBG Housing Development Assistance Fund to supplement previously approved resources for the rehabilitation and conversion of the Shell Avenue Homeless Shelter. When completed, this County-owned facility will provide emergency and transitional housing for up to 45 homeless women and family members . BY , DEPUTY Currently approved funding for this project includes the following: $300, 000 Federal McKinney Act Transitional Housing Funds $152,900 Contra Costa County Housing Bond Trust Funds $200, 000 FY! 1991/92 CDBG Housing Development Assistance Funds $652, 900 TOTAL approved funds — rehabilitation/conversion In addition to the above, operating costs for the Shell Avenue Shelter will be funded through an approved federal McKinney Act Grant. In July, the Housing Authority received eight contractor bids for the Shell Avenue work. Using the lowest qualified bid, costs to complete this project total $714,400, leaving a current funding gap of $61,500 . The Housing Authority proposes to . fill this gap with $11,500 of its own resources and $50,000 in FY 1992/93 CDBG Housing Development Assistance Funds . This project serves an identified need for emergency and transitional housing to serve homeless women and families in Contra Costa County.
