Spooner, Contracts Administra COSta DATE: July 23, 1992 County SUBJECT: Approval of Standard Agreement (Amendment) #28-523-1 with the State Department of Health Services for HIV CARE Consortium r� SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chair to execute, on behalf of the County, Standard Agreement (Amendment) #28-523-1 (State #90-11776- A1) with the State Department of Health Services to increase the contract payment limit by $131,724, from $131,724 to a new total of $263,448, and to extend the contract term from May 31, 1992 through June 30, 1993 for the County's HIV CARE Consortium Project (Ryan White CARE Act, Title 2) . II. FINANCIAL IMPACT: Approval of this Standard Agreement (Amendment) will increase the State's funding (Federal Funds) for this program by $131,724, for a new total of $263,448, and continues the County's HIV CARE Consortium Project through June 30, 1993 . No County match is required. III. REASONS FOR RECOMMENDATION/BACKGROUND: On January 14, 1992 , your Board of approved Standard Agreement #28- 523 with the ;State Department of Health Services to enable the County's local consortium of public, private and nonprofit HIV health and support service providers and persons with HIV disease (HIV CARE Consortium) through the Ryan White CARE Act, Title 2, to improve the quality, availability and organization of health and support services for individuals and families with HIV disease. In addition, the `, Consortium advocates for persons with HIV disease, providing networking opportunities and inservice training to AIDS service providers, works with AIDS service providers to develop standards of practice for providers of AIDS care in Contra Costa County, and provides a system of vouchers to enable HIV service providers to make available food, transportation and emergency housing to people with HIV disease who have exhausted all other resources. Approval of Standard Agreement (Amendment) #28-523-1 will allow the Department to 'continue these services through June 30, 1993 . The Board Chair should sign nine copies of the agreement, eight of which should then be returned to the Contracts and Grants Unit for submission to the State Department of Health Services.
