SUBJECT: Report on AB 434 Grant Requests to the Air Quality Management District
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Approve the attached resolutions (see Exhibits A through G)
authorizing the Directors of Public Works and Community
Development, and requesting the County Clerk Recorder to
investigate, and if feasible, submit applications to the Bay Area,
Air Quality Management District for funds available under Assembly
Bill (AB) 434 to implement the following projects:
1. Treat Boulevard Signal Coordination;
2 . Pleasant Hill Road/Taylor Boulevard Signal Coordination;
3 . Pacheco Boulevard Signal Coordination;
" 4. County Employees Telecommuting Program;
5. Oakley Park and Ride Lot;
6. San Pablo Dam Road Signal Interconnect; and
7. Electronic Delivery of Government Services.
FISCAL IMPACT
Authorization to submit applications enables the County to compete
with other Bay Area agencies for $5.9 million in AB 434 funds,
which are restricted to specific projects that reduce air pollution
from motor vehicles.
BACKGROUND/REASONS FOR RECOMMENDATIONS
In October 1991, Governor Wilson signed into law AB 434 authorizing
the Air District to impose up to a $4 surcharge on motor vehicle
registration fees to implement specified transportation control
measures (TCMs) , that are included in the 1991 Clean Air Plan. The
Air District approved a $2 surcharge on October 16, and will

consider raising the surcharge to $4 in September 1992 . The Air District
estimates that approximately $5.9 million could be available for the first year
of the program. In July, the County received a announcement from the Air District
that applications for the funds will be accepted ,for the following purposes:
1. local trip reduction ordinances;
2 . clean fuel bus purchases;
3 . feeder bus/shuttle service to rail or ferry stations;
4 . local arterial traffic management;
5. rail/bus integration and transit information systems;
6. demonstration projects in telecommuting, congestion pricing, public transit
and alternative fuel vehicles; and
7 . smoking vehicles program.
The Transportation Authority is submitting a countywide application for $334, 000
to fund local trip reduction ordinances. The Air District is sponsoring a smoking
vehicles program. The Transportation Committee is recommending Board
authorization to submit applications for local arterial traffic management,
demonstration projects in telecommuting, and facilities to help implement local
trip reduction ordinances.
The local arterial traffic management applications would fund coordination of
traffic signals. Treat Boulevard is a joint agency project with Walnut Creek,
Pleasant Hill, and Concord, for coordination of 27 signals from Geary Boulevard
to Cowell Road. Pleasant Hill/Taylor Boulevard is a joint agency project with
Lafayette, Walnut Creek, and Pleasant Hill for coordination of approximately 16
signals from State Route 24 to Contra Costa Boulevard. Pacheco Boulevard involves
an interconnect of three signals (Shell Ave, Howe Road, and Morello Ave) utilizing
an innovative, cost saving microwave technology. The San Pablo Dam Road project
would interconnect and synchronize nine signals from I-80 to May Road, including
the installation of two new signals and would match federal funds.
The application for the County Employee Telecommuting Program would fund
acquisition of equipment for up to one-third of the participants (33 out of a 100
participants) in the pilot program. You may recall that the pilot program can
proceed without the equipment purchases. However, purchasing additional equipment
would allow expansion of the pilot program to include those potential candidates
who otherwise could not participate without the equipment.
The Oakley Park and Ride facility on State Route 4 at Carol Lane would provide
about 245 spaces to accommodate staging of carpools and vanpools and express bus
use.
The application for electronic delivery of government services is proposed by the
County Clerk's office as a demonstration project using the telecommuting concept.
AB 434 funds would fund a service to provide attorneys with access to certain
legal documents over telephone lines. Currently, such documents must be retrieved
by visiting the Clerk's office in Martinez.
Applications are due August 31, 1992 . Staff is currently working on the
applications and some issues still must be resolved before the applications can
be completed. Because of these outstanding issues, some of the projects proposed
in this Order may prove to be infeasible. However, Board authorization is being
recommended at this time due to the August 31 deadline for receiving applications.

The Board of Supervisors of Contra Costa County RESOLVE:
WHEREAS, the Bay Area Air Quality Management District (Air
District) , is requesting applications for $5.9 million in Assembly
Bill 434 (AB 434) funds to implement specified projects that will
reduce air pollution from motor vehicle use;
WHEREAS, implementing local trip reduction ordinances is an
eligible use for AB. 434 funds, and the provision of park-and-ride
facilities are important to the successful implementation of these
ordinances;
WHEREAS, the County is responsible for constructing park-and-
ride facilities which help implement local trip reduction
ordinances and is an eligible recipient for these funds; and
WHEREAS, construction of a park-and-ride facilitiy in Oakley
will significantly reduce air pollution from motor vehicles.
NOW THEREFORE, the Board of Supervisors of Contra Costa County
does hereby authorize the Director of Public Works to submit an
application. to the Air District for funds available under AB 434 to
construct a park-and-ride facility in Oakley.
