SUBJECT: Report on a request to reaffirm support for MTC' s New Rail Starts

RECOMMENDATIONS
Approve the attached resolution (see Exhibit A) reaffirming the
Board' s support of the Metropolitan Transportation Commission's New
Rail Starts Resolution No. 1876.
FISCAL IMPACT
None directly. Successful implementation of the MTC resolution
will ensure San Mateo County' s $200 million contribution for BART
extensions to West Pittsburg and Dublin.
BACKGROUND/REASONS FOR RECOMMENDATIONS
On July 21, the Board referred a letter from the Caltrain Citizens
Advisory , Committee (see Exhibit B) which requested the Board to
reaffirm Contra Costa County's support for the regional rail- plan
embodied in MTC's New Rail Start Resolution No. 1876.
The Board initially endorsed Resolution No. 1876 in March of 1988 .
and urged all parties affected by this agreement to support MTC's
resolution and to take all actions necessary to make the program a
reality. On November 27, 1990, the Board of Supervisors submitted
comments on the update of MTC's New Rail Starts Program. Those
comments underscored the need for San Mateo County's contribution
for the East Bay BART extensions, and compliance with the
apportionment formula between Alameda and Contra Costa counties for
the state funds allocated to the BART extensions. Our November 27
comments further requested that any update of the Program should

be comprehensive, include a through rail planning study that
addresses commuter rail alternatives, and a financing plan to
implement the next group of high priority rail projects.
MTC has deferred its update of the New Rail Starts Program.
Resolution No. 1876 remains essentially as initially adopted by MTC
on March 24, 1988. The recent enactment of the federal Intermodal
Surface Transportation and Efficiency Act of 1991 provides
additional flexibility to MTC for directing future federal
investments to new rail projects which MTC will consider in its
1993 update of their Regional Transportation Plan. This year, the
County, in partnership with our Transportation Authority, Alameda
and Solano counties, and their Congestion Management Agencies,
formed the Greater East Bay Rail Opportunities Coalition and
embarked in a comprehensive evaluation of rail opportunities for
the three-county region. The Coalition's activities will provide
the comprehensive rail planning study necessary to identify new
rail projects for incorporation into the 1993 Regional
,Transportation Plan and any subsequent update of the New Rail
Starts Program.
The Transportation Committee's review of prior Board action on the
New Rail Starts Program and subsequent events finds that no change
is needed to the Board's position on Resolution No. 1876, and the
request by the Caltrain Citizen Advisory Committee does not
conflict with the Board's position. The Committee recommends that
the Board adopt the attached resolution (see Exhibit B) reaffirming
prior Board action on Resolution No. 1876, and transmit copies to
MTC, Alameda County, the Alameda County CMA, Samtrans, the Contra
Costa Transportation Authority, and the Caltrain Citizen Advisory
Committee. The Transportation Committee also wishes to point out
that reaffirming the Board's support of Resolution No. 1876 does
not give the Caltrain extension into Downtown San Francisco
priority over the BART SFO extension, but considers all Tier I
projects are of equal importance.

The Board of Supervisors of Contra Costa County RESOLVE:
WHEREAS, the Caltrain Citizen Advisory Committee has requested the Board of
Supervisors to reaffirm support for the Metropolitan Transportation Commission's (MTC's)
New Rail Starts Program embodied in Resolution No. 1876; and
WHEREAS, in 1988 the Board initially endorsed Resolution No. 1876, and urged all
parties affected by this agreement to support MTC's resolution and to take all actions
necessary to make the program a reality; and
WHEREAS, in subsequent action in 1990 the County commented to MTC on the need
for San Mateo County's contribution to the East Bay BART extensions, and compliance with
the apportionment formula between Alameda and Contra Costa counties for any state funds
used for these extensions as embodied in Resolution No. 1876; and
WHEREAS, the County further commented to MTC on the need for a comprehensive
rail planning study, including an evaluation of commuter rail alternatives, prior to any future
update to the New Rail Starts Program.
NOW THEREFORE, the Board of Supervisors of Contra Costa County is hereby:
RESOLVED, to reaffirm its position endorsing MTC's New Rail Starts Program and
urging all parties affected by this agreement to support MTC's resolution and to take all
actions necessary to make the Program a reality; and
RESOLVED, to reaffirm its position on the need for San Mateo County's contribution
to the East Bay BART extensions, and compliance with the apportionment formula between
Alameda and Contra Costa counties for any state funds used for these extensions; and
RESOLVED, to reaffirm its position that any update to the New Rail Starts Program be
preceded by a comprehensive rail planning study that includes an evaluation of commuter rail
alternatives.
