SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Authorize the Director of Community Development to pF..,jotiate and sign
consultant service agreements with the following firms :
1) Korve Engineering to provide generaltransporu,-kion consulting
assistance for the Greater East Bay Rail Opportunities Coalition, for
an amount not to exceed $240, 000;
2) Wilbur Smith Associates to provide technical assistance for the
Greater East Bay Rail Opportunities Coalition and Contra Costa County
in reviewing and evaluating the Southern Pacific Transportation
Company's East Bay Commute Rail Proposal, for an amount not to exceed
$30, 000.
FISCAL IMPACT
There will be no impact to the County General Fund. Funding for these
consultant services would be paid through the County' s Petroleum Violation
Escrow Account (PVEA) grant from the State of California, which is
restricted to the specific purpose of rail transit planning as mandated by
state legislation (A.B. 1145) .

BACKGROUND/REASONS FOR RECOMMENDATIONS
A Request For Qualifications (RFQ) from transportation consultants
was issued on May 22, 1992 by the Contra Costa County Community
Development Department on behalf of Alameda, Contra Costa, and
Solano counties, which comprises the Greater East Bay Rail
Opportunities Coalition. Statements of Qualifications were sought
from qualified transportation planning consultants to provide the
Greater East Bay Rail Opportunities Coalition (GEBROC) with
technical assistance in its mission to identify, evaluate and
prioritize opportunities for rail and/or mass transit facilities
for the three counties, and prepare a blueprint for a staged rail
transit development program in the East Bay.
Statements of Qualifications were submitted by seven consultant
teams. A selection committee composed of staff from the member
jurisdictions of GEBROC reviewed the consultant qualifications of
each team. Based on the Statement of Qualifications, five
consultant teams were then selected for interviews and asked to
prepare a proposed scope of services describing their approach to
the initial work program already approved by GEBROC. Following the
interviews and review of their proposed scope of services, the
selection committee evaluated and ranked each team based on their
previous experience, understanding and knowledge of the issues, and
work program approach. The two top ranked teams, Korve Engineering
and Wilbur Smith Associates, were then asked to submit cost price
proposals and provide other supplemental information.
Korve Engineering, an experienced firm located in Oakland, received
the highest overall ranking among the five teams. The Korve
Engineering team includes the following subconsultants:
■ R.L. Banks & Associates - rail transit operations and
institutional matters;
■ Sharon Greene & Associates (Women Owned Business Enterprise)
- transportation finance and policy;
■ G.R. Swanson & Associates - public transportation finance and
economics;
■ Gabriel Roche, Inc. (Minority Owned Business Enterprise) -
transit operations, and land use compatibility.
The Transportation Committee has reviewed this matter and
recommends the Board of Supervisors authorize the Director of
Community Development to negotiate a consultant services agreement
with the Korve Engineering team to serve as transportation
consultant to GEBROC for an amount not to exceed $240, 000.
On June 23 , 1992 the Board of Supervisors received a presentation
on an East Bay Commuter Rail Proposal from the Southern Pacific
Transportation Company (SPTCo. ) . The Board referred this proposal
to GEBROC asking that it evaluate the potential to implement a one
year demonstration of commuter train service from Brentwood to
Oakland and Suisun/Fairfield to Oakland.
SPTCo. will present its proposal to GEBROC in September. Staff
from GEBROC - jurisdictions- and-- County staff desire a timely
independent review of this proposal. Therefore, the Transportation
Committee recommends that the Board of Supervisors authorize the
Director of Community Development to negotiate a consulting
services agreement with Wilbur Smith Associates, to provide an
independent evaluation of SPTCo's East Bay Commuter Rail Proposal
for an amount not to exceed $30,000. Based on the consultant
selection process for the GEBROC work program, staff concludes that

Wilbur Smith Associates' is highly qualified to conduct a review of
this proposal and has the staff and resources to begin work
immediately.
Funding for both consulting services agreements would be provided
by funds made available to the County through the Petroleum
Violation Escrow Agreement (PVEA) grant.
CONSEQUENCES OF NEGATIVE ACTION
Should the Board of Supervisors reject this request, the rail
planning efforts of both the County and the GEBROC would be
significantly delayed.
