WHEREAS, the Contra Costa County Library has submitted a recommendation to amend the
schedule of itemized service rate charges and fines and restate unchanged rates and fines for library
services adopted by Board Resolution 87/260, and
WHEREAS, these recommendations have been reviewed and considered by the County
Administrator and the.Board,
NOW, THEREFORE, IT IS BY THE BOARD RESOLVED that an amended schedule of
itemized rate charges and fines for the Library is established effective August 11, 1992 as
Attachment 1 of this Resolution:

RESOLUTION NO. 9260
SUBJECT: Establish Fees for Commissioner of
Marriage Deputization; Increase Copy
Fees
WHERAS, the County Clerk has not charged a fee for a Deputy Commissioner of Marriage in
the past, but many California counties are now charging such a fee in order to recover costs, and
WHEREAS, a county-wide analysis conducted this year by an independent consultant
indicates the actual cost for copy services is $2.21 per page, and
WHEREAS, the County Administrator has reviewed and recommended adoption of these
proposed fees,
NOW, THEREFORE, IT BY THE BOARD RESOLVED that the following fees are established
and increased effectdive August 15, 1992 as follows:
1. A fee of $15.00 shall be charged for each one-time Commissioner of Marriage deputization.
2. A fee of $50.00 shall be charged for each term Commissioner of Marriage deputization.
3. The fee for copy services shall be increased from $.50 per page to $1.00 per page.

RECCOMMENDATION
1. Approve proposed establishment of County Clerk Deputy
Commissioner of Marriage Fees effective August 15, 1992 .
A fee of . $15. 00 per one time Deputy Commissioner of Marriage
A fee of $50. 00 per County Clerk term for Deputy Commissioner of
Marriage.
2 . Approve increase in the charge for copy services from $. 50 per page to
$1. 00 per page, effective August 15, 1992 .
FINANCIAL IMPACT
It is anticipated that revenues will increase for the 1992-93 fiscal year.
REASONS FOR RECOMMENDATION/BACKGROUND
1. The County Clerk has not charged a fee for a Deputy Commissioner of
Marriage in the past, but many California counties are now charging in
order to recover actual costs.
2 . A county-wide analysis conducted this year indicates the actual cost for
copy service is $2 . 21 per page. We request approval to increase the fee
to only $1. 00 because this represents a 100% increase; to increase it to
$2 . 00 represents a 300% increase, we feel too large an increase for the
public.

Increase the charge for copy services in the Clerk's Office to
$1. 00 per page. The Current. Charge is $.50. An analysis of our
current charge indicates that the actual cost to provide this
service is $2 . 16 per page. At this time, the Clerk is proposing to
only increase the charge by $. 50 because this represents a 100%
increase.

RESOLUTION NO. 92/561
SUBJECT: Establish Fees for Record/File Search
and Court Forms; Increase Fee for Processing
Court Fine Accounts Receivable
WHEREAS, pursuant to Government Code Section 72054, the clerk of each municipal court
shall charge a five dollar fee for searching records for files ($5.00 for each file); and
WHEREAS, pursuant to Penal Code Section 1205 (d), Board Resolution 91/712 was adopted
on September 24, 1991 which permitted the Municipal Courts to charge a $15.00 administrative fee.to
those defendants given time to pay a court-ordered fine directly to the courts and a $30.00 fee to
those defendants given time to pay a court-ordered fine in installments to the Office of Revenue
Collection, and
WHEREAS, effective October 1, 1992, collections for newly established summary court and
formal probation cases will be assumed by the Municipal Courts' Collections and Compliance Unit,
which will monitor compliance with conditions of probation in addition to performing an intensive
collection effort; and
WHEREAS, the administrative and clerical costs associated with this new collection effort are
expected to exceed $30.00; and
WHEREAS, court forms have heretofore been provided to attorneys and litigants in civil cases
free of charge and at some cost to the County,
NOW, THEREFORE, IT IS BY THE BOARD RESOLVED that the following fees are
established or increased as follows:
1. Effective September 1, 1992, a fee of $5.00 shall be charged for searching records or files.
2. Effective October 1, 1992, a fee of up to $30.00 shall be charged for the administrative and
clerical costs incurred for the processing of court-imposed accounts receivable.
3. Effective September 1, 1992, a fee of $.10 per form with a minimum of $1.00 shall be charged
for forms used in civil cases.

The Health Services Department has submitted a recommendation to amend the schedule of
itemized service rate charges and fees and restate unchanged rates for County Health Services
adopted by Board Resolution Number 92/218 effective April 7, 1992.
The County Administrator has reviewed and recommended adoption of this proposed
amendment.

Hazardous Material Inventory Fees (con't):
Each year the fee will cover the period commencing March 1 through February 28. New
handlers starting business after September 1 of any calendar year will be assessed a six (6)
month fee the first year.
The fees shall be non-transferrable, non-refundable and set on a facility basis.
Pursuant to Section 25535.2 an additional administrative fee of $90.00/hr. for staff review time
will be assessed for each risk management prevention program submitted by owner or operator
of a ,facility for certification.
Additional administrative fees of 25% may be assessed for:
1. Failure to respond to inquiries relating to compliance with these resolutions
2. Late filing of business plans, beyond a 90-day notice of non-compliance
3. Failure to pay the fee in a timely manner.
The administering agency reserves the right to adjust the fees dependent on total program cost
and may adjust individual facility fees within the above schedule when the Health Officer
determines that the fee is not equitable based on health risk.

$135.00/$180.00 In addition to the regular hourly rate, a charge for overtime
(1 th or 2 times the regular hourly rate) as applicable and for
the cost of emergency vehicles used in connection with the
remediation of site contamination.

WAIVER: The Health Officer or his designee may waive any of these fees in any individual case in
which he determines that the advancement and protection of the public health will be better served
thereby and that these considerations outweigh the County financial interests in collecting the fee.
FEE AMENDMENTS: The Health Services Director or his designee may increase or decrease as
needed, any specific fee by not more than 5% during the next twelve month period. Rates will change
with applicable statute changes. The Health Services Director or his designee are authorized to adjust,
waive or compromise the fee amount in those cases in which he determines that it is cost effective to
do so.
