SUBJECT: CONTINUATION OF THE AFFIRMATIVE ACTION OUTREACH
RECRUITMENT AND TRAINING INSTITUTE PROGRAMS
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
11 . Reinstate two positions for the Affirmative Action Outreach
Recruitment Program through $81, 100 in savings from
postponement of the scheduled 3% salary cost-of-living
adjustment for the Board of Supervisors and Department Heads,
and accept $10,500 in support from the City of Pittsburg.
2 . Extend the layoff date for three Training Institute staff from
September 1 to October 31 because of financial commitments
from outside agencies, transfer Training Institute positions
from the Personnel Department to the County Administrator' s
Office and direct the County Administrator to report back to
the Board in October on the future plans for continuation of
the Training Program.
BACKGROUND:
On July 20, the , Board of Supervisors adopted Phase I budget
reductions which eliminated the Affirmative Action Outreach
Recruitment and the Training Institute programs . At the time, the
Board directed that the County Administrator explore revenue
alternatives which may fully or partially reinstate these programs.

The Board APPROVED the recommendations set forth above. The Board also REQUESTED the
County Administrator to convey the Board's appreciation to the County's Department Heads
for providing the funds for the Affirmative Action Outreach Recruitment Program::: The
Board REQUESTED the County Administrator to prepare letters of appreciation for the
Chair's signature to the Mayor, City of Pittsburg, and the Chancellor of the Community
College District for their assistance with the County's Training Program.

Also on July 20, the Board took action to postpone the effective
date of the 3% salary cost-of-living adjustments granted to
Department Heads and the Board of Supervisors until next fiscal
year. This action generates an additional $81, 100 in cost savings
which could be applied to the Affirmative Action Outreach
Recruitment Program to continue operations for the remainder of the
fiscal year. It is recommended that the budget of $81, 100 be
established to restore a Human Resources Program Manager and a
clerical position for ten months, and a Personnel Analyst for two
months . In addition, the City of Pittsburg has agreed to support
the Career Development program to the extent of $10,500 with staff,
office space and supplies .
The responsibility for the Training Institute was transferred from
the Personnel Department to the County Administrator' s Office in
July. An assessment of the viability of this function will require
additional time to develop a business plan with a goal to be
completely offset by revenue from other agencies or charges for
services from County Departments . Therefore, it is recommended
that the Institute operations be extended an additional two months,
from September 1 through October 31, to allow for the formulation
of such a plan. The Contra Costa Community College District has
agreed to waive two years of rent for, the training facility, which
will allow the program to be extended. Also, the Institute will
seek financing from cities and other agencies . It is further
recommended that the County Administrator report back to the Board
in October on the ;future plans for the continuation of the training
program.
