RECOMMENDED ACTION: Accept report of Health Services Director on the Conservatorship Program Manager/staff ratio. 2 . FINANCIAL IMPACT:". None 3 . BACKGROUND: The Conservatorship Program, which has legal and fiduciary responsibility for approximately 450 clients, has a total staff of 20 (since the two reductions taken in Phase I) , three of whom are managers. One of the managers,. the Properties Trust Officer, has a specialized function, managing over $2M of client bash assets, real property management and disposition, accounting to the court of expenditures of client funds, and the tracking and collection of Program revenue. Because of the nature of this position, we do not believe that it is appropriate to include, nor have we ever included it, in the ratio of 'inanagers to other staff. The Program' s account clerks (two since the Phase I reduction which eliminated one account clerk position) assist her in some aspects of these duties. Since the Conservatorship program was moved to the Health Services Department from Social Services in 1981, we have not eliminated any line positions. BACKGROUND(Cont) : with Local I;, one deputy position was converted to Benefits Specialist, relieving each deputy from the responsibility of applying for benefits for their clients, and upon the resignation of one deputy the position hours were spread among three part time workers who requested an increase in hours. During the 1990 budget reductions, one of the two program supervisors was laid off and since that time the program chief has assumed , the duties of that position in addition to overseeing the program. She has 9 people reporting to her, including the two managers. The remaining manager, the Probate Supervisor, has 8 people reporting to her. We believe these ratios are within reasonable limits and are necessary to adequately manage this program. We will , of course, continue to look at ways of consolidating functions or integrating services in this and all of our programs to further reduce costs.
