FISCAL IMPACT: No General Fund impact. Proposed FY 1992-93 assessments for CSA EM-1 total $4,587,497, an increase of $2,129,394 over the prior year EM-1 assessments. The additional revenue is necessary to fund expanded paramedic services and other EMS enhancements which were implemented in FY 1991-92 and will be fully operational in FY 1992-93 and to help assure continued basic EMS services threatened by the proposed elimination of the State's Special District Augmentation Fund. BACKGROUND: On August 4, 1992, your Board held a public hearing on the Tentative Report for CSA EM-1 and adopted a confirming resolution declaring the Board's intent to levy assessments set forth in that report. Pursuant to Ordinance Code Section 1012-2.612, the attached Final Report for CSA EM- 1 updates the Tentative Report based solely upon changes in ownership, changes of address, subdivision of existing parcels, and changes in the class of use of parcels. The basic assessment rate proposed for Zone B, comprising all the area of Contra Costa County except for San Ramon Valley, is the maximum voter approved $10.00 per single family residence or benefit unit. The rate proposed for Zone A (San Ramon Valley), which does not include paramedic ambulance subsidy, is $4.28. These rates represent an increase from $5.48 (Zone B) and $1.64 (Zone A) rates in effect for FY 1990-91 and FY 1991-92. The proposed rate increases are necessary to fund added paramedic ambulance service and other program enhancements which will be in their first full year of operation. The proposed rates will also help assure that basic EMS services can be maintained in the face of State budget cuts, such as elimination of the Special District Augmentation Fund, which threaten to'eliminate or curtail fire service response to medical emergencies. The $10.00 assessment rate will result in some $879,000 added revenue which will be held in reserve should cuts in State funding threaten to eliminate vital EMS services. The Measure H Oversight Committee will be fully involved in decisions regarding the expenditure of these funds. Should this additional revenue not be required for FY 1992-92, the funds will be applied to reduce the assessment rates for the following year. CONSEQUENCE OF NEGATIVE ACTION: Failure to set the CSA EM-1 assessment rate prior to August 20, 1992 may result in the EM- 1 assessment not being included in the property tax bills. Art Lathrop, Emergency Medical Services Director A344 (9/91) Contra Costa County CONTRA COSTA COUNTY HEALTH SERVICES DEPARTMENT Emergency Medical Services Agency August 5, 1992 County Service Area EM-1 (Zones A and B) Final Report Fiscal Year 1992-93 County Service Area EM-1 has been established to provide enhanced emergency medical services as a miscellaneous extended service within two designated zones: Zone A: Those parcels located within the territories of any one of the following: the Town of Danville, the City of San Ramon, the San Ramon Valley Fire Protection District, and the Tassajara Fire Protection District. Zone B: Those parcels located within Contra Costa County, but not within Zone A, above. SERVICE CHARGES will be levied on each parcel based upon a formula using the following factors: BENEFIT UNIT: A number of BENEFIT UNITS has been assigned to each parcel based upon the Assessor's Use Code classification. For example, a single family residence (Use Code 1 1) is assigned one BENEFIT UNIT. Parcels with other Use Code classifications are assigned a number of BENEFIT UNITS based upon the relative benefit from the miscellaneous extended services provided under CSA EM-1 . Exhibit A is aTable of BENEFIT UNITS showing the number of BENEFIT.UNITS assigned parcels for each Use Code classification. RATE: The RATE is the dollar amount of the SERVICE CHARGE levied per BENEFIT UNIT. Separate RATES have been established for each zone based upon the miscellaneous extended services to be provided within that zone. The formula for calculating the SERVICE CHARGE on each parcel is as follows: SERVICE CHARGE = BENEFIT UNITS x RATE Zone A The RATE which has been established for Zone A is: $4.28 per BENEFIT UNIT Exhibit B is the "Zone A - Table of Service Charges," showing the SERVICE CHARGE established for each parcel according to its USE CODE. A description of each parcel and the USE CODE number assigned thereto is contained in Exhibit C. The total SERVICE CHARGES for Zone A are $181 ,546.90 based upon 35,815 ASSESSED PARCELS with a total of 42,417.5 BENEFIT UNITS. Zone B The RATE which has been established for Zone B is: $10.00 per BENEFIT UNIT Exhibit D is the "Zone B - Table of Service Charges," showing the SERVICE CHARGE established for each parcel according to its USE CODE. A description of each parcel and the USE CODE number of assigned thereto is contained in Exhibit E. WHEREAS County Service Area EM-1 has been established to provide enhanced emergency medical services as miscellaneous extended services pursuant to the County Service Area Law (Government Code Sections 25210.1 and following); WHEREAS the Board, on August 4, 1992, held a public hearing and thereafter adopted Resolution No. 92/513. confirming the Tentative Report for CSA EM-1, Fiscal Year 1992-93 and declaring its intent to levy and collect assessments set forth therein; and WHEREAS the Tentative Report has been revised to conform to the official 1992-93 assessment roll and filed as the Final Report for CSA EM-1, Fiscal Year 1992-93 pursuant to Ordinance Code Section 1012-2.612; BE IT THEREFORE RESOLVED that the Board of Supervisors hereby confirms the Final Report for CSA EM-1, Fiscal Year 1992-93, and hereby levies the service charges identified therein as assessments for fiscal year 1992-93. The service charge for each parcel shall appear as a separate item on the tax bill to be collected at the same time and in the same manner as ordinary county ad valorem property taxes and subject to the same penalties and the same procedure and sale in case of delinquency.
