Spooner, Contracts Administra Costa DATE: .hely 30, 1992 County SUBJECT: Approve submission of Funding Application #28-529 to the U.S. Department of Health and Human Services for the Campaign to Improve Children's Nutrition Project SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve submission of Funding Application #28-529 to the U.S. Department of Health and Human Services in the amount of $50, 000 for the period October 1, 1992 through September 30, 1993 for the "Campaign to Improve Children's Nutrition" Project. II. FINANCIAL IMPACT: Approval of this one-time-only grant will result in $50, 000 from the U.S. Department of Health and Human Services. No County match is required. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: According to the 1990 census, 21,904 children under 18 years old live below the poverty level in Contra Costa County. Government surveys show that as income goes down, the nutritional adequacy of the diet decreases as well. Children are growing rapidly, and it is essential that they receive needed nutrients daily. In West County elementary schools, only 17% of eligible children participate in the School Breakfast Program. In Central County 5, 000 children are eligible to receive free meals through the Summer Food Service Program (SFSP) , yet there are no SFSP sponsors in Concord. In East County, 16% of the area's 800 Spanish-speaking families live below the poverty level, yet they do not receive Spanish language information on the availability of federal food programs. The "Campaign to Improve Children's Nutrition" Project will increase public awareness in the targeted areas about the avail- ability of federal food programs, identify at least one sponsor for the SFSP in Concord, enlist five additional schools in Richmond into the School Breakfast Program and distribute Spanish-language outreach materials. In order to meet the deadline for submission, the application has been forwarded to the appropriate agency, but subject to Board approval . Four certified copies of the Board Order authorizing submission of the application should be returned to the Contracts and Grants Unit for submission to the U.S. Department of Health and Human Services.
