MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: August 11, 1992 SUBJECT: PUBLIC HEARING/ SPEED LIMIT ON PORTION OF STATE ROUTE 4 IN THE TOWN OF OAKLEY SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: Hold public hearing at;7:30 p.m. on October 5, 1992, in cooperation with GMAC; and authorize Public Works Director;or his designee to act as hearing officer, to consider Caltrans proposal to reduce the speed limit on a portion of State Route 4 through the Town of Oakley. II. Financiallmpact: None III. Reasons for Recommendations and Background: Section 22354.5 of the California Vehicle Code permits local agencies to hold a public hearing to consider Caltrans proposals to change existing speed limits on conventional State Highways through cities or unincorporated communities. Caltrans has requested that the Board of Supervisors hold a public hearing to consider their proposal to reduce the existing 45 mph speed limit to 40 mph on that portion of State Route 4 between State Route 160 and Vintage Parkway through the Town of Oakley. The Vehicle Code states that the public hearing should be held at a convenient location as near as possible to that portion of the State highway. IV. Consequences of Negative Action: It would be difficult to increase traffic safety on this portion of State Route 4 without reducing this speed limit.
