BE IT RESOLVED that the Board of Supervisors of Contra Costa County APPROVES
the side letter (copy attached and included as part of this document), jointly signed
by Harry D. Cisterman, Director of Personnel, and Stephen J. Daniels, M.D. ,
President, Contra Costa Physicians' Union, regarding economic terms and conditions
for the period October 1, 1991 through September 30, 1992 for those classifications
represented by the Physicians' Union.

Dear Dr. Daniels:
This Letter of Agreement is submitted to the Board of Supervisors and memorializes
the wages, terms and conditions of employment and other economic provisions agreed
to by the Contra Costa Physicians' Union (CCPU) and the County for the period
October 1, 1991 through September 30, 1992.
At a mutually agreeable date after the adoption of this letter the County and CCPU
will begin meet and confer to develop a comprehensive Memorandum of Understanding
to be presented to the Board of Supervisors for adoption as a successor to this
agreement for a period commencing October 1, 1992.
The County and CCPU have agreed to the following:
Term: October 1, 1991 through September 30, 1992.
Lump Sum Payment: In lieu of retroactive pay of 3% effective October 1, 1991 and
2% effective July 1, 1992, a lump sum payment will be added to the employees'
September 10, 1992 paycheck computed as 3% for the period October 1, 1991 through
July 31, 1992 plus 2% for the period July 1, 1992 through July 31, 1992.
Wages: 50 levels effective August 1, 1992.
Compensation Task Force. During the term of this agreement, the Physician
Compensation Task Force, comprised of the Health Service Director, the Hospital
Director, physician representatives and administrative staff will continue to meet.
The task force is appointed as a fact-finding body to serve the parties and to
develop data concerning physicians' compensation systems. Upon conclusion of the
fact-finding, the parties will report to their respective constituencies for the
purpose of developing proposals and/or recommendations to be addressed in the meet
and confer process.
Continuation of Terms & Conditions. Except as modified herein, the current
practices affecting terms and conditions of employment for exempt medical staff
members shall remain as set forth in resolutions 83/1, 89/741, and 92/175. Terms
and conditions of employment for exempt medical staff members for which no current
or past practice exists shall be subject to meeting and conferring between the
parties.
Emergency Room Compensation. The rates set forth in Resolution 92/175 shall remain
in effect.

Physician Call. Monthly Physician Call compensation of Exempt Medical Staff
Physicians is authorized to $450,000 annualized, effective October 1, 1991.
Individual payments from the monthly physician call allocation will be increased
concurrent with, and in an amount equal to, any general wage adjustments.
Mileage. Effective May 1, 1992 the mileage allowance for use of personal vehicles on
County business by employees represented by CCPU shall be paid according to the
rates allowed by the Internal Revenue Service (currently $.28/mile) and shall be
adjusted to reflect changes in this rate on the date it becomes effective or the first
of the month following announcement of the changed rate by the Internal Revenue
Service, whichever is later.
Health Plan & Dental Options & Rates. For all permanent employees, the County will
provide a program of combined medical, dental and term life insurance coverage
through Contra Cosa Health Plan, Kaiser-Permanent Foundation, First Choice Health
Plan, Delta Dental Plan, Safeguard Dental Plan and Aetna Life Insurance.
Effective November 1, 1991 County health plan contribution rates for CCHP will
include a $10 single and $26 family subvention toward premium increases and the
employees will continue to pay $.01 per month. Dental only coverage at $.01 per
month will continue to be available. For Kaiser, 1st Choice, Delta dental and
Safeguard dental, the County will contribute 77% toward total premiums. County
subvention for Safeguard B will be the same level as for Safeguard A not to exceed
the total premium of Safeguard B.
Paid Personal Leave. Permanent full time employees with three (3) years of service,
with the exception of the Resident Physician classes, will be credited with five (5)
days of paid personal leave.
Education Reimbursement. Each permanent full time Medical Staff member, excluding
Resident Physicians, will be eligible for $150 each fiscal year to be applied to
reimbursement for continuing education courses. Training reimbursement may be
carried over into the next fiscal year, however, the maximum reimbursement
available in any fiscal year may not exceed twice the annual entitlement. Permanent
part-time Medical Staff members assigned to positions of at least twenty (20) hours
per week shall be entitled to educational reimbursement on a prorated basis.
Training reimbursement shall be administered under the Administrative Bulletin on
Training as career development training.
By signing below, the parties indicate their approval and acceptance of this
agreement.
