BRAGDON DIRECTOR OF COMMUNITY DEVELOPMENT ., County cd rA c � DATE: JULY 28, 1992 SUBJECT: POSSIBLE EXTENSION OF PHASE 3, SAN FRANCISCO-TO-STOCKTON SHIP CHANNEL PROJECT (Baldwin Ship Channel) SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Authorize Chair to sign a letter to the Army Corps of Engineers requesting that economic and salinity studies be initiated to evaluate the viability of extended channel deepening one-half mile east of the Martinez-Benicia bridge as part of phase three of the Baldwin . Ship Channel Deepening Project. FISCAL IMPACT There will be no cost to the County. Wickland Oil Company will pay costs associated with salinity testing. BACKGROUND/REASONS FOR RECOMMENDATIONS The San Francisco-to-Stockton Ship Channel deepening involves the dredging of sediment from the West Richmond Channel, the Pinole Shoal Channel, portions of the Carquinez Strait, and some maneuvering areas to a depth of -45 feet MLLW. The County has been supportive of the -Baldwin Ship Channel deepening project for a number of years, and is the local sponsor for the project. The original project extended past the Martinez-Benicia bridge approximately 3 miles to the Point Edith area. In the County's 1992 letter of support for the project, the County indicated support for the reduced project boundaries. Since that time, Wickland Oil Co. has purchased Martinez Terminals, Ltd. and to remain competitive, has requested that channel deepening efforts extend east of the Martinez-Benicia bridge. The Ship Channel project is now going forward, and staff has been meeting regularly with the ship channel beneficiaries to determine continued interest in the project, to work out a mutually acceptable method of funding the local portion of the project, and commitments of funds for berth testing. The Army Corps hopes to release an EIS for the third phase deepening in early-mid 1993 . The Corps has indicated their willingness to go forward with salinity tests for the proposed one-half mile extension, as well as preparation of an economic report. Results from the test would probably be available in February, 1993, when a determination would be made regarding the feasibility of having the extension be included as part of the third phase project, or have the extension go forward as a potential fourth phase.
