HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA '
TO: BOARD OF COMMISSIONERS DATE: July 28, 1992
FROM: Richard J. Martinez, Acting Interim Executive Director
SUBJECT: APPROVING SUPERSEDING PART I AND NEW PART II OF
SECTION 8 HOUSING CERTIFICATE PROGRAM ANNUAL CONTRIBUTIONS
CONTRACT NO. SF-468 AND AUTHORIZING EXECUTION
I. RECOMMENDED ACTION:
ADOPT Resolution No. 3648 approving superseding Part I and New Part II of the
Section 8 Housing Certificate Program Annual Contributions Contract No. SF-468, as
amended, and AUTHORIZE execution of the amendment by the Chairman of the Board of
Commissioners, as recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
Contract authority in the amount of $744,420 has been allocated to the Housing
Authority to provide sufficient funds to maintain 228 Section 8 Housing Certificates
which would otherwise terminate on August 30, 1992.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The Housing Authority has received notification from the U. S. Department of
Housing and Urban Development that $744,420 in contract authority has been allocated
to the Housing Authority Section 8 Housing Certificate Program to provide sufficient
funds to allow the extension of 228 Section 8 Certificates to August 30, 1993. This
Annual Contributions Contract gives the Housing Authority contract authority for
dwelling rents and administrative fees. In order to secure the $744,420 for the
Section 8 Housing Certificate Program, it will be necessary for the Board of
Commissioners to adopt Resolution No. 3648.
At its regular meeting on Monday, July 20, 1992 the Advisory Housing
Commission, recommended adoption of Resolution No. 3648 approving the amended
Annual Contributions Contract and authorizing its execution by the Chairman of the
Board.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not adopt Resolution No. 3648, the
Housing Authority would lose the $744,420 in additional funding for the 228 Section 8
Housing Certificates and would be unable to maintain those certificates after the
August 30, 1992 termination date.
