AGREEMENT WITH SHERIFF-CORONER FOR INMATE WORK PROGRAM
SUBJECT:
I. RECOMMENDED ACTION:
AUTHORIZE Housing Authority staff negotiations with the Sheriff-Coroner's
Department for the purpose of entering into a contract for par,iicipation in the
Inmate Work Crew and Training Program, as recommended by the Advisory Housing
Commission.
II. FINANCIAL IMPACT:
None at this time.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
Las Deltas housing development in North Richmond consists of 226 units and is
one of this agency's largest developments. Currently, there are 24 vacant units at
that location, with three evictions pending.
A number of positive construction projects are in progress at Las Deltas, as
well as a Living Free Center and a Headstart facility. The building which will house
Project Pride education and recreation programs is under renovation. The intent is
to have an on-site Boys and Girls Club at that location. The improved lighting and
fencing, coupled with the programs currently in place are significantly enhancing the
quality of life for residents of Las Deltas.
The use of temporary agency employees to make vacant units ready for re-rental
is helping to get units back on line, but it is also costly. 'The Sheriff-Coroner has
an inmate work crew program which may prove to be an economical means to complete the
required work at a savings of 20% to 30%. The inmates assigned to such duties are
experienced, some at the journeyman level . A representative from the Sheriff's
Department has assessed the work needed to be done and, in his opinion, the inmates
have the skills to make the required repairs.
It would be cost effective to the Housing Authority to participate in the
County's Inmate Work and Job Training Program. The inmate work crew would make unit
repairs in preparation for renting and would also work to improve curb-appeal .

The number of workers and anticipated results would be a cost savings to the
Authority, not only in direct dollars spent on the work performed, but an increase in
revenue (rent receipts) due to increased occupancy.
At its Regular Meeting on Monday, July 20, 1992 the Advisory Housing Commission
voted to recommend authorizing the Housing Authority to negotiate with the
Sheriff-Coroner's Department for the purpose of entering into a contract for
participation in the Inmate Work Crew and Training Program.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not approve Housing Authority
negotiations with the Sheriff-Coroner's Department for the purpose of entering into a
contract for participation in the Inmate Work Crew and Training Program, the Housing
Authority would be forced to continue the costly practice of using temporary agencies
to repair units at its North Richmond housing development.
