MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: July 28, 1992 SUBJECT: Approve Willow Pass Road Signal and Bailey Road Interconnect Project. Project No.: 0662-6R4274-92, West Pittsburg Area; CP 92-45 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE project and DETERMINE that the project is a CEQA Class 1 c Categorical Exemption, and DIRECT the Public Works Director to prepare contract plans and specifications for construction. DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk for filing the Notice of Exemption. I1. Financial Impact: The estimated project cost of $187,000 will be funded by the Traffic Systems Management Program administered through the California State Department of Transportation. III. Reasons for Recommendations and Background: The project consists of installing one new traffic signal on Willow Pass Road. In addition, the project will complete the interconnection of seven traffic signals along a 1.62 mile stretch of Willow Pass and Bailey Roads in the West Pittsburg area. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it is a minor improvement to an exiting facility. IV. Consequences of Negative Action: Delay in approving the project will result in a delay of design and construction and may jeopardize funding.
