RECOMMENDATIONS
Adopt a resolution designating a Redevelopment Survey Area in the
Pacheco/Buchanan Field Areas.
FISCAL IMPACT
The designation of a Redevelopment Survey Area has 'no fiscal impact.
The ultimate adoption of a Redevelopment Plan would divert property
tax revenues from the County, among others, to the Redevelopment
Agency. The County is a major property owner in the proposed survey
area and would benefit both directly as a property owner and, in the
long term, by its reinvestment of tax increments into the community.
BACKGROUND/REASONS FOR RECOMMENDATIONS
Staff has done an initial evaluation of the Pacheco/Buchanan Field
Areas and believes conditions exist which would justify the
establishment of a Redevelopment Project Area. Redevelopment Law
requires a project area to be all or part of a survey area. To that
end it is appropriate to designate a larger area as a survey area than
what might finally be proposed as the project a ea.

The proposed boundaries of the Redevelopment Survey Area have been
the subject of community meetings with the Pacheco Municipal
Advisory Council and the Blum Road Alert. The Pacheco MAC endorsed
the designation of the proposed survey area to include the
territory within their jurisdiction. The Blum Road neighborhood
did not want to be part of a redevelopment survey area, therefore,
the proposed survey area does not include the Blum Road
neighborhood north of Highway 4 and east of I-680.

The Board of Supervisors of Contra Costa County RESOLVE:
California Community Redevelopment Law provides that a Survey Area
may be designated by resolution of the legislative body for
purposes of determining the feasibility of using the redevelopment
process to effectuate necessary development and to eliminate
blight.
Staff has done an initial evaluation of the Pacheco/Buchanan Field
areas and believes that conditions exist which would justify the
establishment of a redevelopment project area by the adoption of a
redevelopment plan. Redevelopment Law requires a project area to
be all or part of a designated Survey Area. To that end, it is
appropriate to designate a larger area as a Survey Area than what
might finally be proposed as the Project Area.
THEREFORE the Contra Costa County Board of Supervisors hereby.
resolves that the unincorporated areas of Pacheco/Buchanan Field,
more specifically set forth in Exhibit A attached hereto, is
designated a Redevelopment Survey Area. The Board hereby finds
that the area requires a study to determine if a redevelopment
project within said area is feasible.
Exhibit A, describing the boundaries of the Pacheco/Buchanan Field
Redevelopment Survey Area designated herein, is incorporated and by
this reference made a part hereof.
