RECOMMENDED ACTION: Approve and authorize the Health Services Director or his designee (Patricia Roach) to execute on behalf of the County, Interim Contracts, effective July 1, 1992 and terminating three months from the effective date (unless sooner terminated as provided in the agreements) , with three IMD's for admission and intensive day treatment of County-referred mentally disturbed persons who are in need of sub-acute skilled nursing care as follows: CONTRACT NO. FINANCIAL IMPACT: These contracts are funded by County/Realignment 100%. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: In accordance with the new State Mental Health Realignment Legislation, which shifts responsibility for payment to providers from the State and requires the Counties to assume direct responsibility for contracting with sub-acute skilled nursing facilities known as Institutions for the Mentally Diseased (IMD) , the Department has been negotiating contracts with several IMD's. CC: Health Services (Contracts) ATTESTED p p2 Risk Management Phil Batch ,Clerk&the Board of Auditor-Controller Supervisors and County Administrator Contractor M382/7-e8 BY v DEPUTY r BOARD ORDER Interim Contracts with Institutions for the Mentally Diseased (IMD's) Page 2 The purpose of these Contracts between County and Contractor is to provide intensive day treatment services for County-referred mentally disturbed persons who are in need of sub-acute skilled nursing care in an IMD. The goals of this County's IMD Program are as follows: A. To assist Contra Costa County in efficiently and effectively managing limited resources by providing an alternative to utilization of state hospital days and acute hospital administrative days; B. To increase the client's motivation and skills toward self- restoration; C. To prevent or decrease the rate of decompensation, thus decreasing placements at higher, more costly levels of care; and D. To provide the intensive staffing required to supervise and treat behavioral and medical conditions. The State has mandated that this new IMD Program be effective July 1, 1992 , and the Department has been diligently negotiating with appropriate facilities. Most of the contractual details have been worked out, but negotiations, primarily with regard to some of the specific services the Contractors will provide, have not been completed. Therefore, in order to comply with the new legislation, the Department is requesting your Board's approval of Interim Contracts, which have a maximum three-month term, pending completion of negotiations with the Contractors listed above. As soon as contract provisions are finalized, the Department will submit Standard Contracts to your Board for approval.
