MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: July 28, 1992 SUBJECT: Approve Laurel Road Advance School Flashers Project. Project No.: 0662-6.u4240-92, Oakley Area; CP #92-44 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION 1. Recommended Action: APPROVE project and DETERMINE that the project is a CEQA Class 1 c Categorical Exemption, and DIRECT the Public works Director to prepare contract plans and specifications for construction. DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee.to the County Clerk for filing of the Notice of Exemption. II. Financial Impact: The estimated project cost of $12,000 is funded by the County Public Works Department Road Funds. III. Reasons for Recommendations and Background: The project involves the installation of two advance school flashers (warning signals) on Laurel Road on the approaches to Laurel Elementary School. The construction of the flashers is a safety project which will help to provide safer access for children traveling to and from Laurel Elementary School. It is important that these traffic control devices are in as soon as possible as school begins at the end of July. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it is a minor improvement to an existing facility. IV. Consequences of Negative Action: Delay in approving the project will result in a delay of design and construction and may jeopardize funding.
