SUBJECT: AUTHORIZE BID ADVERTISEMENT FOR PHASE I MAJOR CONSTRUCTION AT CONTRA
COSTA COUNTY-BYRON AIRPORT UNDER AIP PROJECT #3-06-0008-05 & -06
.SPECIFIC REQUEST(S) OR RE COMM] &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
AUTHORIZE Public Works Director to advertise for bids for the first phase of major construction at
Contra Costa County-Byron Airport. Bids are to be opened August 27, 1992. Acceptance of the
AIP-06 construction grant needs to be no later than September 22, 1992, since the Federal Aviation
Administration's fiscal year ends September 30, 1992.
AUTHORIZE Public Works Director to apply for loan from California Department of Transportation,
Division on Aeronautics for local matching share (10% of total).
II. Financial Impact:
Estimated cost of this portion of the project is $3.5 million of which 90% will be funded by the
Federal Aviation Administration. The local share is estimated to be $350,000, which will be paid for
out of the Airport Enterprise Fund utilizing a portion of a loan from the California Department of
Transportation Division of Aeronautics.
111. Reasons for Recommendations and Background:
The first phase of construction covers work that is funded in both AIP-05 and AIP-06. This work
includes the construction of an underground irrigation pipe (approximately 5,000 feet in length) to
replace a section of the Byron Bethany Irrigation District Canal No. 45. The pipe will be 8 feet in
diameter and will have.various turnouts to provide continuation of existing services. The first phase
of construction will also include the construction of the large embankments necessary for the two
runways and the area designated for building construction. This will require the excavation of
approximately 750,000 cubic yards of material on the airport site.

The project will also include the excavation of a storm water retention basin (170 acre feet) in order
to satisfy the requirements of the Contra Costa County Flood Control and Water Conservation
District. Additionally, the project will require the demolition of a portion of Byron Hot Springs
Road, and the relocation of the Pacific Bell telephone lines along the road. An interim gravel road
will be constructed until the new roadway is construction as a part of the Phase II improvements
in the Summer of 1993.
This project by itself does not result in a usable airport. The basic runways, taxiways, and a limited
amount of aircraft parking will be constructed in the Phase II improvement in the Summer of 1993.
In the interim, the existing airport will remain operational.
On August 4, 1992, Airport staff and their consultant, Mike Shutt, of Hodges and Shutt, Aviation
Planning Services, will present to the Board an up-to-date status report on the Contra Costa
County-Byron Airport.
