SUBJECT: Approving Plans and Specifications and Advertise for bids for the Willow Pass Road
Canal Bridge Project.

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE the Plans and Specifications for the Project and
ADVERTISE for bids to be received on Thursday, August 27, 1992, at 2:00 p.m.
DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section
20392 of the Public Contract Code.
II. Financiallmpact:
The estimated contract cost:;;of the project is $890,000, funded by State Transportation
Improvement funds (100%).
III. Reasons for Recommendations and Background:
The project is needed as part of the State's project to widen and lower Highway 4 between
Willow Pass Road in Concord and Bailey Road in Pittsburg.
The Public Works Director has filed with the Board of Supervisors the Plans and Specifications
for the project.
The general prevailing rates of wages, which shall be the minimum rates paid on this project,
have been filed with the Clerk of the Board and copies will be made available to any interested
parry upon request.

The California Department of Transportation (Caltrans) is the lead agency for the project to
widen and lower Highway 4 between Willow Pass Road in Concord and Bailey Road in Pittsburg.
On August 5, 1991, Caltrans approved the project, determined that the project will not have a
significant effect on the environment and certified that the Subsequent Environmental Impact
Report for the project was completed pursuant to the provisions of the California Environmental
Quality Act.
A Notice of Determination was filed by the Governor's Office of Planning and Research on
August 5, 1991.
IV. Consequences of Negative Action:
If the project is not approved for advertising, it will not be constructed.
