SUBJECT: Report on Use of Regional Measure 1 Bridge Toll Revenues for Earthquake Fortifications
to Bay Area Toll Bridges.
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION
I. Recommended Action:
1. OPPOSE funding of seismic retrofit of the Bay Area toll bridges from either existing toll,
or future toll increases.
2. REQUEST the Metropolitan Transportation Commission (MTC),the California Transporta-
tion Commission (CTC), Caltrans, and the State Legislature to explore alternative means
to fund the seismic retrofit of the Bay Area toll bridges.

III. Reasons for Recommendations and Background:
Recently, several Bay Area legislators conducted a hearing on Regional Measure 1, which
increased the toll on Bay Area toll bridges to one dollar, and the proposed SB 210, which
proposes to increase the toll on three South Bay bridges to two dollars to fund transit operation
and development. At that hearing, Caltrans indicated that the cost of seismic retrofit of three
South Bay toll bridges could be between $300 million to $500 million. Major rehabilitation of
these toll bridges has been traditionally funded with bridge tolls.
Taking the seismic retrofit funds from existing toll revenue will greatly undermine the funding of
the projects committed to the voters when they passed Regional Measure 1. MTC suggested

that maybe the seismic retrofit costs should be included in the expenditure plan for the
proposed toll increases. The suggestion will satisfy the intent of Regional Measure 1, but will
severely limit the ability of the Bay Area to implement.the Transportation Control Measures in the
approved air quality implementation plan.
Whereas toll revenue has been the traditional source of operation and maintenance of these
bridges, recent Federal legislation allows the use of Federal transportation funds on toll facilities.
Since most of the highway bridges in the State will use Federal and State funds to make them
safe for seismic activities, it can be argued that a portion of the seismic retrofit cost should be
borne by Federal and State funds.
The Committee feels that MTC, CTC and Caltrans should explore other financing alternatives
before putting the entire burden on toll revenue.
IV. Consequences of Negative Action:,
The desire of the Board will not be heard.
