SUBJECT: EXTENSION OF SECURITY SERVICES CONTRACT
I. RECOMMENDED ACTION:
AUTHORIZE Acting Interim Executive Director of the Housing Authority of the
County of Contra Costa to execute an extension of the security guard services
contract with F&J Security Patrol , ending June 30, 1993, at a rate of $13.50 per hour
for armed guards and $12.50 per hour for unarmed guards, as recommended by the
Advisory Housing Commission.
II. FINANCIAL IMPACT:
Funds for continued security guard services have been budgeted in both the
1992/93 Consolidated Budget and the Comprehensive Improvement Assistance Program
budget CA011-913.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
Prior to October 1991, it became obvious that Hardister .Industrial Security,
the firm that had been the low bidder on security services for both El Pueblo and
North Richmond, was unable to provide the level of security services necessary at
these two developments. As a result, negotiations were begun with F&J Security
Patrol of Oakland, who is currently providing security guard services at the rate of
$13.50 per hour for armed guards.
Competitive bids were last taken on this security services contract on April
29, 1991 and rates for security guard services currently being charged by F&J
Security Patrol are in line with the bids received at that time. F&J is a
minority-owned firm.
The Hardister security contract became effective on June 1, 1991 and shortly
thereafter complaints from the developments increased. Additionally, the number of
criminal and drug-related activites began to escalate. Housing Authority staff met
with Hardister on a number of occasions, to no avail . The Housing Authority had no
alternative but to cancel the contract.

For a number of years, Argus Security Patrol , Inc. , the security guard service
at E1 Pueblo, provided a high quality of service. Members of the now defunct Argus
operation had formed F&J Security Patrol and the Housing Authority contracted with
F&J on an emergency basis.
Because F&J is doing a good job of providing security services to the Housing
Authority and the need to avoid a repetition of the security guard problems
experienced with Hardister Industrial Security, Housing Authority staff requests
authorization to extend the emergency contract with F&J. This extension would end on
June 30, 1993.
This contract extension with the Housing Authority wou14be at the following
rates:
Armed Guard - $13.50 per hour
Unarmed Guards - $12.50 per hour
At its Regular Meeting on July 20, 1992 the Advisory Housing Commission voted
to recommenhd authorizing the Acting Interim Executive Director to execute an
extension of the security guard services contract with F&J Security Patrol , with said
extension ending June 30, 1993, at a rate of $13.50 per hour for armed guards and
$12.50 per hour for unarmed guards.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not approve the extension to June
30, 1993 of the security services contract with F&J Security Patrol , the Housing
Authority would be forced to forgo security services at El Pueblo, CA011005,
Pittsburg, and Las Deltas, CA011006, 9A and 9B, North Richmond, while attempting to
secure competitive bids to assure safe and secure housing for the residents of those
developments.
